The Institutional Finance Division (IFD) is responsible for reviewing and approving the operating budgets of publicly funded Higher Education Institutions (HEI) in New Mexico. The Division is also responsible for developing the Higher Education funding formula and for confirming that the Higher Education Institutions comply with all financial reporting requirements.

Why does the job exist?
This position is responsible for the management of all budgets related areas pertaining to Institutional Finance, including tracking review and approval of institutional operating budgets, budget adjustment requests, mill levy debt service.
How does it get done?
This position is responsible for reviewing, analyzing, and providing recommendation for each higher education institutions operating budget and budget adjustment requests. Serve as liaison between Taxation and Revenue Department (TRD), Department of Finance and Administration (DFA), and post-secondary institutions in completion of HED's responsibilities related to certification of mill levy and debt service property tax rates. Make recommendations to the Institutional Finance Director and Cabinet Secretary for each higher education institutions budget.

Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
