JOB SUMMARY: Reports to the Mental Health Professional staff for clinical supervision for each assigned client. Functions as a member of the clinical team. Implement new and existing care and interventions according to the clients Treatment Plans per standards and regulations, under the supervision of a Mental Health Professional. Provides a response and psychiatric intervention to complex care clients experiencing emergencies/crisis; emotional disturbances; needing supervision/support/transportation to appointments for coordination of care with other Medicaid care providers and/or agencies effecting client benefits, also needing paraprofessional support and services while accessing community resources; consultations; personal requests; benefits; relationships; financial management monitoring and supervision to ensure personal needs are being met and that the client is not jeopardizing their own wellbeing and/or housing; monitoring/encouraging medication compliance; living arrangements; meeting individual needs; and functioning within the group; specifically outlined in the MHP Treatment Plan. Ensure proper maintenance of group homes.
GENERAL RESPONSIBILITIES:
1. IMPLEMENTS QBHP SERVICES TO MEET COMPLEX CLIENT CARE NEEDS UNDER MHP SUPERVISION: Conducts on-site and off-site observation of client care. Gathers, organizes and analyzes data on client needs. Reviews Treatment Plan with professional staff assigned to each client; provides QBHP individual interventions on site and off site according to the prescription for services on each individual Treatment Plan; enters intervention notes in a timely manner according to Medicaid regulations; completes all necessary forms to be filed in each client chart as required to track various needs. Documents all services provided and/or corrections per policies, standards accredited/licensing agencies and/or requests of CEO/CFO/MHP.
2. IMPLEMENTS QUALITY SERVICE: Communicates philosophy, Recovery goals and objectives, policies and procedures in an effective manner to clients, other agencies and the general public. Ensures timely update on new changed standards of care; advises team per care requirements; attends monthly in-service for paraprofessional; investigates, and reports assigned problems and or complaints arising from client care issues to the assigned professional and/or clinical team for resolution. Attend clinical team meetings and/or staffing and goal planning interventions. Responds to clinical supervision/directions/recommendations of MHP staff. Seeks client case consultation of MHP staff. Responds to emergency calls, when scheduled for 24/7 coverage.
4. ENSURES ALL DOCUMENTATION AND CLIENT CARE COMPLIES WITH STANDARDS: Arkansas Mental Health Service standards; Medicaid regulations; medical record review; and other accredited and regulations standards that are applicable.
5. FUNCTIONS AS A TEAM MEMBER: Participates as a member of the clinical team, is responsible, open, honest, positive, cooperative with all team members. Ensures good standing and appropriate communication/reporting significant client information with all team members/ agencies and encourages the team process.
6. PERFORMANCE EXPECTATIONS:
#1: Properly document services daily. Documentation is expected to be completed prior to leaving your shift each day.
#2 Respond to Administrative requests in a timely manner, i.e., client accounts, receipts, budgets, etc.
#3: Coordinate client care with other providers in a timely, efficient manner, i.e., doctor, dentist, SSA appointments, productivity goals, etc.
#4: Provide and assist with independent living skill opportunities, i.e., cooking, properly cleaning/deep cleaning, laundry – washing, drying, folding, hanging, making a bed, following a schedule, following a menu, etc.
7. OTHER DUTIES AS ASSIGNED.
PHYSICAL DEMANDS

Must be able to stand and walk for extended periods of time throughout the workday.
- Requires the ability to sit for prolonged periods while completing documentation and observing clients.
- Must be able to frequently bend, stoop, kneel, and crouch when assisting clients or performing job duties.
- Ability to lift and/or move up to 25–50 pounds occasionally (e.g., assisting clients, moving equipment or supplies).
- Must have the physical capability to assist with client transfers or mobility support, when applicable.
- Requires the ability to respond quickly to emergency situations, including physically intervening when necessary to ensure safety (in accordance with training and policy).
- Must be able to use hands and fingers to handle, feel, and operate equipment, including computers and medical devices.
- Requires good visual acuity to observe client behavior, read documentation, and monitor surroundings.
- Must have adequate hearing and verbal communication ability to interact effectively with clients, staff, and emergency personnel.
- Ability to work in a fast-paced and occasionally physically demanding environment, including exposure to potentially volatile situations.
- Must be able to escort or transport clients within or between facilities, which includes driving and/or riding in program vans.

Must be able to tolerate exposure to varying environmental conditions, including noise, bodily fluids, and cleaning agents.
KNOWLEDGE, ABILITIES AND SKILL (KAS):
- Knowledge of the principles and practices of mental health care per Arkansas Division of Behavioral Health and Medicaid regs; CARF Standards.
- Knowledge of the principles and practices of the Recovery Model, Person-Centered Care, and Trauma Informed Practices.
- Ability to plan and implement services and programs.
- Ability to monitor the work of others.
- Characteristics and competencies consistent with this agency’s code of ethics and commitment to the vision and mission statement are required for this position.
QBHPs shall meet all requirements as defined in the licensing and certifications laws pertaining to their respective position. The formal educational equivalent of a bachelor's degree or, rarely, experience may substitute; at minimum, high school diploma; certification as a QBHP.
One year of experience is required OR appropriate degree and on the job training can act as a substitute for candidates with no experience.
