Job Summary
Skymont is seeking a knowledgeable and highly organized Human Resources Specialist to support our growing fiber construction workforce. This position will manage essential HR functions for field and corporate employees, including recruiting, onboarding, employee relations, benefits administration, compliance, training coordination, and personnel records.
The ideal candidate understands the demands of a fast-paced construction environment and is comfortable supporting employees working across multiple projects and geographic locations. Experience with telecommunications, utility construction, underground infrastructure, or a similar field-based industry is strongly preferred.
Duties
Recruiting and Workforce Planning
- Coordinate recruiting for fiber construction and corporate positions, including project managers, construction managers, field coordinators, equipment operators, HDD drill operators, HDD locators, splicers, foremen, and laborers.
- Create and maintain job postings across appropriate recruiting platforms.
- Screen applicants, schedule interviews, complete reference checks, and support hiring managers throughout the selection process.
- Maintain an active candidate pipeline for high-demand field positions.
- Assist operations leadership with workforce planning for current and upcoming projects.
- Coordinate recruitment activities across multiple states and project locations.
Onboarding and Employee Administration
- Manage the onboarding process for new employees, including offer documentation, employment eligibility verification, background checks, drug screenings, motor vehicle record checks, and required policy acknowledgments.
- Coordinate new-hire orientation and ensure employees receive necessary information regarding company policies, benefits, safety expectations, timekeeping, travel, and project assignments.
- Maintain accurate employee files and HR information system records.
- Process employee status changes, transfers, promotions, compensation adjustments, and separations.
- Coordinate offboarding activities and conduct exit interviews when appropriate.
Employee Relations
- Serve as a responsive HR contact for field and office employees.
- Assist supervisors and managers with employee performance, attendance, workplace conduct, and policy interpretation.
- Document employee relations matters and support fair, consistent, and timely resolution.
- Help employees understand company policies, benefits, and available resources.
- Promote a respectful, accountable, and safety-focused workplace culture.
Compliance and Risk Management
- Support compliance with federal, state, and local employment laws across the company’s operating footprint.
- Assist with administration of FMLA, ADA accommodations, workers’ compensation, unemployment claims, and other employment-related matters.
- Coordinate with the Safety Department regarding incident documentation, return-to-work programs, and employee training requirements.
- Monitor compliance with company policies and applicable requirements for employees assigned to customer or project sites.
- Assist with annual reporting, audits, and preparation of HR-related documentation.
- Maintain confidentiality of employee and company information.
Benefits and Payroll Support
- Assist employees with benefit enrollment, qualifying life events, and general benefit questions.
- Coordinate employee information and status changes with payroll and benefit providers.
- Review timekeeping or payroll-related discrepancies and direct them to the appropriate department for resolution.
- Support annual open enrollment and employee benefit communications.
- Assist with tracking paid time off, leaves of absence, and other employee programs.
Training and Development
- Coordinate required employee training, certifications, and professional development activities.
- Track completion of company, customer, safety, and position-specific training requirements.
- Support performance review and employee development processes.
- Help identify training needs for supervisors and field leadership.
- Assist with succession planning and employee retention initiatives.
Required Qualifications
- Associate or bachelor’s degree in human resources, business administration, organizational management, or a related field; equivalent relevant experience may be considered.
- At least three years of progressive human resources experience.
- Working knowledge of recruiting, onboarding, employee relations, benefits administration, and employment compliance.
- Strong organizational skills and the ability to manage multiple priorities in a deadline-driven environment.
- Excellent written, verbal, and interpersonal communication skills.
- Demonstrated ability to handle confidential and sensitive information.
- Proficiency with Microsoft Office applications and HR information systems.
- Ability to support employees and projects operating across multiple locations.
- Valid driver’s license and ability to travel periodically to project offices, construction sites, or company locations.
Preferred Qualifications
- Human resources experience in fiber construction, telecommunications, underground utility construction, civil construction, or infrastructure development.
- Experience recruiting skilled field employees.
- Familiarity with multi-state employment requirements and a mobile construction workforce.
- Experience supporting prevailing-wage, certified payroll, or government-funded construction projects.
- Familiarity with Department of Transportation requirements, motor vehicle record reviews, drug-testing programs, and safety-sensitive positions.
- Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.
- Experience working with human resources, payroll, applicant-tracking, or workforce-management systems.
Work Environment
This position primarily operates in a professional office environment but may periodically require visits to active fiber construction projects, warehouses, staging yards, or regional offices. Travel requirements may vary based on project locations and business needs.
When visiting construction sites, the employee may be exposed to outdoor weather, uneven terrain, construction equipment, traffic, noise, and other conditions commonly associated with underground utility construction. Required personal protective equipment must be worn while on active project sites.
Physical Requirements
- Ability to remain seated and work at a computer for extended periods.
- Ability to communicate effectively by telephone, video conference, email, and in person.
- Ability to occasionally walk active construction sites and navigate uneven terrain.
- Ability to occasionally lift or carry materials weighing up to 25 pounds.
- Ability to travel by vehicle or commercial transportation when required.
