QUALIFICATIONS (Minimum):
An Associate or Bachelor’s degree in a related technology field, or equivalent practical experience in VoIP communications and computer networking (five (5) years preferred). A strong working knowledge of VoIP phone systems, SIP trunking and carrier services, network cabling, cloud-based technologies, and local area networks is essential. Demonstrated experience leading technical projects and designing voice solutions is preferred, with additional preference given to sales, client relations, or service development experience. As a condition of employment, the candidate must obtain and maintain current Pennsylvania Act 34 (PA State Police Criminal History), Act 151 (Child Abuse History), and Act 114 (FBI Federal Criminal History) clearances.
Summary:
The Lead VoIP Engineer - Voice Services Team Lead is a senior technical leadership position responsible for the engineering and strategic direction of BLaST IU17’s Voice Services Team. The team provides carrier (dial tone) services and designs, implements, and supports VoIP phone systems for K-12 school districts and organizations throughout Pennsylvania.
As the technical leader of the voice services team, this position is responsible for the design, implementation, support, and continuous improvement of voice solutions while serving as the highest level of technical escalation. The Team Lead establishes technical standards, develops operational procedures, ensures regulatory compliance, and provides leadership to maintain reliable, secure, and innovative voice services. This position also collaborates with internal technology teams, vendors, and clients to deliver high-quality solutions, identify new service opportunities, and support the continued growth of BLaST IU17’s Voice Services program.
Essential Duties and Responsibilities
- Provide leadership, mentoring, and technical direction to the Voice Services Team by establishing priorities, promoting professional development, and ensuring consistent delivery of high-quality services.
- Research, evaluate, and implement emerging voice technologies and industry best practices to improve service offerings, enhance reliability, and maintain a competitive technology portfolio.
- Design, implement, and support voice communication systems, including VoIP phone systems, SIP trunking, carrier services, call routing, E911 services, and related telecommunications infrastructure.
- Serve as the highest level of technical escalation for complex voice service issues, providing advanced troubleshooting, root cause analysis, and engineering solutions.
- Lead voice services projects, including new system deployments, upgrades, migrations, and infrastructure improvements, ensuring projects are completed on time, within budget, and in accordance with established standards.
- Develop and maintain technical standards, documentation, standard operating procedures, and quality assurance processes to ensure consistent implementation and support of voice services.
- Build and maintain relationships with clients, vendors, carriers, and technology partners while identifying opportunities to expand existing services, develop new solutions, and support the continued growth of the Voice Services program.
- Ensure compliance with applicable telecommunications regulations and industry requirements, including E911, Kari’s Law, RAY BAUM’S Act, and other applicable standards.
- Represent BLaST IU17 in conferences, presentations, and other professional activities related to voice services and technology initiatives.
- Ability to work in telecommunications rooms, server rooms, ceilings, and other equipment spaces as required.
- Participate in after-hours support, emergency response to support the operational needs of BLaST IU17 and its clients.
- Valid driver’s license and access to a reliable vehicle for scheduled and unscheduled travel to customer district sites.
- Lift and carry equipment weighing up to 50 pounds as necessary.
- Perform other duties as assigned.
