SUMMARY
NeighborWorks Housing Solutions (NHS) is seeking an experienced and mission-driven Senior Case Manager to lead case management services for the Career-Focused English Proficiency pilot. The Senior Case Manager provides strengths-based, individualized case management to program learners while serving as the lead point of coordination for case management practices across NHS's subcontractor partners. This role carries expanded scope for complex case resolution, documentation quality, and cross-partner consistency, and reports to the HCEC Director in close collaboration with NHS's HCEC leadership.
PROGRAM OVERVIEW
This pilot provides career-focused English language instruction paired with intensive case management, helping adult learners overcome barriers to participation, build workforce readiness, and achieve their educational and career goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
● Conduct intake assessments and develop individualized learning and career plans for program learners.
● Identify and address barriers to participation and completion, including transportation, childcare, and housing instability.
● Connect learners with community resources, service providers, and subcontractor partner organizations.
● Monitor learner attendance, persistence, and progress; maintain accurate, timely case notes and data for sponsors, founders, and internal reporting requirements.
● Serve as the lead case manager across subcontractor partner sites, promoting consistent case management practices and documentation standards program-wide.
● Manage complex or escalated learner cases requiring advanced intervention, crisis response, or cross-agency coordination.
● Provide case management guidance, coaching, and quality-review support to case management staff at subcontractor partner organizations; this is a non-supervisory role and does not carry formal HR supervisory authority over partner staff.
● Collaborate with Learner Recruiters, Mentors, Tutors, and ESOL instructional staff to support integrated, learner-centered success plans.
● Support subcontractor monitoring and compliance activities, including periodic case file reviews and documentation audits tied to funder obligations.
● Contribute case management data, outcomes, and narrative input to quarterly reports and other funder-required deliverables.
● Participate in advisory committee meetings, partnership development activities, and staff meetings, supervision, and professional development trainings.
● Uphold agency standards of professionalism, ethics, boundaries, and confidentiality; ensure adherence to program policies, procedures, and trauma-informed practice.
● Work a variable schedule that includes regular evening hours to provide case management services during ESOL classes, workshops, and other program activities.
● Travel throughout NeighborWorks Housing Solutions' service area to support learners, attend partner meetings, conduct site visits, and provide program oversight as needed.

QUALIFICATIONS AND CERTIFICATIONS
● Bachelor's degree in social work, counseling, education, human services, or related field required; Master's degree preferred. Relevant experience will be considered in lieu of a degree.
● 2+ years of experience in case management, student/learner support services, or workforce development; experience serving adult English language learners, immigrants, or refugees strongly preferred.
● Demonstrated experience coordinating case management practices, quality standards, or staff guidance across multiple sites, partner agencies, or subcontractor organizations.
● Knowledge of local social services, community resources, and workforce/education support systems.
● Experience supporting compliance monitoring, documentation standards, or grant/funder reporting requirements preferred.
● Strong interpersonal, coaching, and communication skills; ability to build rapport and trust with diverse populations.
● Valid driver's license and access to reliable transportation required for regular travel across subcontractor partner sites.
● Ability to work a flexible schedule that includes regular evening hours to support ESOL classes and related program activities.
● Bilingual in English and Spanish, Haitian Creole, Cape Verdean Creole, and/or Portuguese strongly preferred.
PHYSICAL DEMANDS/WORKING CONDITIONS
This position requires the ability to work independently and travel regularly between NHS offices, subcontractor partner sites, and community locations throughout NeighborWorks Housing Solutions' service area. Because many ESOL classes and learner support activities occur in the evening, the position requires a flexible work schedule that includes regular evening hours. Successful candidates must be self-motivated, well-organized, and comfortable managing responsibilities both in the field and in an office environment. The role requires the ability to drive regularly to various site locations and to walk, stand, and navigate community-based settings as part of learner support, site coordination, and partnership activities. Occasional lifting of materials up to 25 pounds may be necessary.
