SUMMARY OF DUTIES:
To verify that our customers' incoming and outgoing cargo shipments match dock receipts and bills of lading; ensure that cargo is loaded and stored properly; and make the best use of equipment, personnel, and warehouse/open storage space available at the Ports Authority.
DESCRIPTION OF WORK:
- Responsible for assuring that customer orders are executed correctly.
- Coordinate schedule for cargo handling operations.
- Assign personnel daily to establish team structure based upon the workload.
- Prioritize and schedule daily work assignments for cargo teams during operations.
- Direct equipment operators in loading/unloading of trucks/railcars to ensure that cargo is loaded/unloaded properly in a safe and efficient manner.
- Serve as house checker for cargo moving on or off port facility via ship/barge in order to verify counts, prepare discharge reports, documenting damaged goods; secure proper storage location, and ensure that port safety procedures are not violated by stevedores.
- Accurately record daily activities on work order time sheets for cost accounting purposes. Evaluate cost accounting reports received via e-mail and review costs associated with specific jobs; discuss opportunities to reduce costs with supervisors.
- Verify accuracy of cost data system time sheets and manual work orders.
- Approve payroll time sheets for cargo personnel.
- Administer overtime distribution in an equitable manner and minimize pay adjustments within the department.
- Responsible for complete vessel operations including pre-arrival work, assigning discharge locations for inbound or outbound cargoes, cargo backhauls, house checking labor needs and documentation including, but not limited to, manifest and outturn reports.
- Oversee recoopering activities, relocation of cargo, or other special work assignments, and accurately record these activities on appropriate forms, as required.
- Perform physical inventories and investigate discrepancies, as required.
- Work with cargo supervisors to conduct performance evaluations on cargo specialists and equipment operators on a regular basis.
- Participate in pre-arrival planning for vessels as well as final tally, overage/shortage/damage reports and physical counts to verify amount of import cargo received matches the manifest, providing input in discrepancy reports for documentation.
- Provide information to various support staff on specific work orders, house checking hours, special projects, recoopering and various other jobs for billing purposes, as required.
- Inspect warehouses and storage areas, instructing staff as necessary on routine clean-up requirements. Ensure that Cargo Handling personnel maintain clean storage and office/shop areas.
- Instruct personnel in the movement of cargo from transit sheds to other warehouse space in order to facilitate incoming cargo and assign locations for cargo storage.
- Administer port policies and procedures as necessary.
- Operate equipment, as needed.
- Provide leadership in building a team based, goal-oriented work force.
- Conduct monthly departmental safety meetings addressing specific safety topics and document any safety issues, review SOP's and actively participate in cargo marks training with specialists and operators.
- Perform other duties as assigned.
- All other duties as assigned by management.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
- High school diploma or equivalent required.
- Position requires the ability to read and understand instructions and write simple sentences and numbers.
- Must be able to perform calculations pertaining to the loading of cargo.
- Position requires attention to detail in order to supervise the loading and unloading of cargo.
- Must have the ability to distinguish between colors to distinguish cargo markings.
- Two years of experience operating industrial heavy equipment required.
- Must be able to operate heavy equipment in a safe manner to prevent injury to personnel or damage to equipment.
- Must follow all safety guidelines and precautions including wearing personal protective equipment.
- Must be able to lift up to 50lbs, physically able to climb on and off equipment and be able to withstand working in all weather conditions.
- Overtime and holiday work required.
- Must have a valid drivers license and meet TWIC security requirements.
WORKING CONDITIONS / PHYSICAL EFFORT:
Working time will be spent approximately equally between indoors and outdoors; must be physically able to withstand extreme cold or extreme heat for periods of more than one hour. At times, individual may be exposed to inclement weather, loud noise from machinery, and work in close proximity to machinery in operation. Must be able to alternate between sitting and standing positions for prolonged periods. Must be able to lift up to 50 pounds and be able to climb ladders on rail cars and buildings.
Pay: $20.18 - $22.32 per hour
