Position Summary & Responsibilities
Position Summary:

As the PROWD Program Manager, you'll lead innovative workforce development programs that help individuals gain the skills and resources they need to succeed. In this dynamic leadership role, you'll oversee grant-funded initiatives, guide a dedicated team, build strong partnerships with workforce and community organizations, and ensure programs meet federal and state requirements.
You'll drive program success by developing strategic initiatives, managing projects and contracts, monitoring performance, and fostering continuous improvement. As the primary liaison with state and federal partners, you'll play a key role in expanding workforce opportunities while ensuring accountability and measurable results. If you're a collaborative leader with a passion for public service, program management, and making a meaningful impact across Kansas, we'd love to have you on our team.
Job Responsibilities may include but are not limited to the following:

Implements grant requirements as appropriate; collaborates with appropriate staff to prepare grant reports; writes grant updates in response to requirements.

Designs and develops programs in response to program or grant requirements; coordinates and facilitates local service delivery activities with immediate staff members, One-Stop partners, other agency programs, governmental agencies, and institutions to facilitate the development of programs and training opportunities.

Provides training, technical assistance and consultative services to grant partners as requested and/or required.

Provides oversight and guidance to program staff.

Provides ongoing coaching to encourage continuous quality improvement. Responsible for approval of time and leave for program staff.

Conducts regular performance reviews as directed by the agency.

Assures all assigned programs are compliant, operational, and meet objectives.

Assures workforce accountability reporting for selected activities serving as a liaison between the department, KANSASWORKS State Board, US Dept of Labor (USDOL), Federal Bureau of Prisons and any other state or federal department.

Coordinates assigned projects, contracts, and MOUs; oversees and monitors programs that are developed; provides support regarding program needs and operational issues; advises fund recipients of methods to improve programs and keeps them abreast of applicable state and federal laws and regulations.
Qualifications
Minimum Qualifications:
- Three years of experience planning, implementing, and monitoring activities relevant to state or federal grant programs.

At least two years of experience supervising professional staff.

Must not have a felony conviction.
Preferred Qualifications:
- Training and consultation experience.

Grant/program management experience
