Position Summary
The Senior Federal Staffing and Position Classification Specialist will provide full-performance-level federal staffing, recruitment, placement, position classification, compensation, position management, and organizational advisory support to NSWCPD. The Specialist will support personnel actions from initial workforce requirement through recruitment, classification, selection, and onboarding. The position requires demonstrated knowledge of federal merit-system principles, competitive and excepted service staffing, delegated examining or merit-promotion procedures, position classification standards, job analysis, and Title 5 requirements.
Essential Duties and Responsibilities
- Support federal staffing, recruitment, placement, classification, compensation, and position-management activities.
- Conduct or support job analyses and competency assessments.
- Assist with the development and review of position descriptions.
- Apply OPM position classification standards, functional guides, and factor-evaluation principles.
- Develop or recommend appropriate factor levels, occupational series, titles, and grade levels for Government review.
- Support position-management reviews, desk audits, organizational assessments, and classification consistency reviews.
- Assist management with recruitment strategies, hiring options, special appointing authorities, and workforce-planning requirements.
- Prepare and review recruitment and staffing documentation.
- Support vacancy-announcement development, applicant qualification review, candidate referral, selection documentation, and onboarding.
- Perform data entry and routing of Requests for Personnel Action in DCPDS.
- Maintain and update the NSWCPD Request for Personnel Action tracking database.
- Support organizational design, restructuring, career-path development, and position alignment.
- Analyze staffing and classification issues and develop alternatives or recommendations for Government consideration.
- Develop reports, process maps, standard operating procedures, templates, briefing materials, and management metrics.
- Use federal HR systems such as USA Staffing, USAJOBS, DCPDS, onboarding systems, HRLink, and related HR tools.
- Ensure staffing and classification documentation is accurate, complete, timely, and compliant with federal requirements.
- Coordinate with managers, HR advisors, recruiters, classifiers, and other stakeholders.
Minimum Qualifications
- High school diploma or GED.
- At least five years of progressively responsible human resources experience.
- Demonstrated federal staffing, recruitment, placement, or position-classification experience.
- Knowledge of Title 5, merit-system principles, OPM qualification standards, and federal staffing or classification requirements.
- Experience working with automated HR systems.
- Advanced proficiency with Microsoft Office.
- Strong analytical, research, writing, and customer-service skills.
- U.S. citizenship.
Highly Preferred Qualifications
- Bachelor's degree in human resources, public administration, business administration, or a related field.
- Seven or more years of federal staffing and classification experience.
- Experience performing both federal staffing and position-classification functions.
- Experience with USA Staffing, USAJOBS, DCPDS, delegated examining, merit promotion, direct-hire authorities, or special hiring authorities.
- Department of Defense or Department of the Navy staffing experience.
- Experience conducting desk audits, factor-evaluation analyses, organizational reviews, or compensation studies.
