ABOUT THE HUB
The National PCA Hub is an initiative designed to strengthen collaboration and resource sharing for the collective benefit of all Health Centers and Primary Care Associations (PCA) across the nation, representing the most comprehensive, trusted, and enduring technical assistance (TA) infrastructure supporting the Health Center Program.
POSITION ROLE
The Program Manager is responsible for managing assigned Operational Excellence technical assistance initiatives, including Communities of Practice (CoPs), learning collaboratives, and outcomes-focused cohorts. This position serves as the primary coordinator for assigned program objectives, ensuring timely implementation of technical assistance activities, participant engagement, performance monitoring, and achievement of project outcomes.
The Program Manager works collaboratively with Technical Assistance (TA) Delivery Partners, Subject Matter Experts (SMEs), Program Assistants, and the Performance Manager to support health centers participating in NTAP activities. This position facilitates action period support, monitors participant progress, tracks performance measures, and helps ensure that all activities align with Operational Excellence priorities, federal cooperative agreement requirements, and program performance domains.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Direct Program Management

Provide methodical, adaptable, and effective project management support to assigned objectives to ensure successful delivery of outcomes. Responsibilities may include:

Coordinating with diverse stakeholders to develop and manage comprehensive project plans, including scope, timelines, milestones, and resource allocation.

Applying detail-oriented and adaptable project management methodologies to ensure effective execution across all phases of the objective lifecycle.

Monitoring progress against goals, proactively identifying risks, and coordinating with the teams to implement mitigation strategies.

Managing diverse groups of stakeholders to ensure effective communication, alignment, collaboration, and satisfaction across all objective lifecycle phases.

Ensuring documentation, reporting, and governance standards are met.

Driving alignment between project or operational objectives and organizational strategy.

Leading post-project reviews to capture lessons learned and improve future projects.

Adapt project management approaches to meet the needs of the objective and to align with and satisfy stakeholders.

Knowledge of federally funded programs and technical assistance delivery models preferred.

Understanding of community health center operations, primary care associations, health center-controlled networks, or healthcare improvement initiatives preferred.
QUALIFICATIONS

Bachelor’s degree preferred
-
Training in project management and/or process improvement methodologies preferred, such as Agile or hybrid project management, Lean Six Sigma/DMAIC, etc.

3-5 years of experience managing programs or projects, preferably in healthcare, technical assistance, or an industry association

Experience achieving objectives through close collaboration with subject matter experts, internal and external stakeholders, organizational leaders, and peers

Experience planning and tracking work using project management software, such as Asana

Excellent interpersonal skills, including the ability to communicate with diverse stakeholders effectively; instruct, influence, and motivate peers and leaders; resolve conflict; and navigate complex dynamics

Experience planning and facilitating meetings and group work in a highly collaborative, interdependent environment

Excellent administrative skills and attention to detail required to manage work simultaneously on a variety of programs with varying deadlines and program responsibilities

Excellent oral & written communication skills; able to communicate effectively with organization leadership, health center staff, clinicians, community leaders, and government officials

Must be flexible, self-motivated and a team-player

Preference given to candidates with experience in Primary Care Associations, National Technical Assistance Partners, Federally Qualified Health Centers (FQHCs) and/or Rural Health Centers (RHCs) or direct experience with Medicaid population
WORK LOCATION
-
This position may be hybrid for candidates residing in Central Iowa and fully remote for candidates located outside the Central Iowa area.
TRAVEL REQUIREMENTS

Up to 10% for NTAP meetings and National PCA Hub Meetings
