SpecPro Sustainment and Environmental (SSE) is seeking a Project Programmer to support the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado.
The Project Programmer will provide engineering and project programming support for Facilities Sustainment, Restoration and Modernization (FSRM), Military Construction (MILCON), project planning and program development, requirements definition, and the planning and execution of installation facility projects. The position will support development of accurate, executable project requirements and programming documentation in accordance with Department of the Air Force, U.S. Space Force, and Air Force Civil Engineer Center (AFCEC) requirements.
Duties/Responsibilities:
- Develop and manage project programming packages for FSRM, MILCON, Non-Appropriated Fund (NAF), Energy Resilience and Conservation Investment Program (ERCIP), and other installation projects.
- Obtain, validate, and document project requirements through coordination with facility users, engineers, maintenance shops, and other stakeholders.
- Develop project scopes, requirements, supporting documentation, and programming information necessary to advance projects through the approval process.
- Prepare DD Forms 1391 and other project programming documentation for local and higher-headquarters review and approval.
- Develop PACES-based parametric cost estimates and supporting bases of estimate that account for local market conditions and restricted-area work.
- Enter and maintain project programming information in NexGen IT and the Comprehensive Planning Platform (CPP).
- Support project submissions through the AFCEC Project Authorization Tool (PAT), as applicable.
- Support Work Order Review Boards and other project information meetings by providing current project data, status, and updates.
- Review and track Air Force Comprehensive Asset Management Plan (AFCAMP) timelines, deadlines, and project execution requirements.
- Support development and maintenance of Base Comprehensive Asset Management Plan (BCAMP) and Integrated Priority List (IPL) information.
- Assist with project validation, advocacy documentation, execution-method determinations, and project approval activities.
- Program multiple facility and infrastructure projects annually in accordance with applicable Unified Facilities Criteria (UFC), Department of the Air Force Instructions (DAFI), AFCEC business rules, and USAF/USSF programming requirements.
- Maintain accurate and timely project records and successfully support established project milestones.
Required Skills/Abilities:
- Applicants must have U.S. citizenship – required.
- Applicant must be able to successfully pass a National Agency Check w/Inquiries (NACI) – required.
- Comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines.
- Knowledge of DoD/Department of the Air Force facility project programming and development processes.
- Experience developing project requirements, scopes, programming documentation, and cost estimates.
- Ability to coordinate effectively with engineers, facility users, project managers, maintenance personnel, and other stakeholders.
- Ability to follow established project procedures, programming guidance, and schedules and successfully complete established project milestones.
- Strong written and verbal communication, documentation, organization, and coordination skills.
- Experience with DD Form 1391 development and DoD facility programming processes.
- Ability to obtain and maintain required installation and restricted-area access.
Education and Experience:
Candidates must meet one of the following minimum qualification paths:
- Bachelor’s degree in engineering or architecture and a minimum of five (5) years of experience as a facility design engineer or construction project manager; OR
- A minimum of five (5) years of experience in DoD/Department of War project programming and development of programming documents, such as DD Forms 1391.
Relevant experience must demonstrate comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines, as well as the ability to follow established project-related procedures and successfully complete project milestones.
Work Location:
- Schriever Space Force Base, Colorado Springs, Colorado.
- Position supports the 50th Civil Engineer Squadron and requires coordination with Government personnel, engineers, facility users, maintenance organizations, and other mission stakeholders.
- Work is primarily performed on-site at Schriever Space Force Base. Remote/telework is not anticipated.
Physical Requirements:
- Ability to perform desk work for extended periods, including sitting and using a computer.
- Ability to access facilities and project locations throughout Schriever Space Force Base as required.

- Work will primarily be performed in an office environment with periodic visits to facilities and project sites.
