The Operations Associate is essential to the accurate billing and budgeting of the state portion of the administration of the WIC grant. This position will utilize spreadsheets and financial tracking systems on a daily basis and the successful candidate will enjoy working with numbers. The typical schedule for this position is Monday through Friday, 7:30 a.m. to 4:30 p.m. This position is eligible for a flexible schedule, with the expectation that the candidate will be available as needed to meet business requirements.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
Responsibilities - What you’ll do
- Review daily funding invoices and compare them to the WIC Direct report to ensure the accuracy of requested payment from the contractor while meeting the mandatory daily deadline.
- Run, review, translate, submit and track the receipt and expenditure of the monthly infant formula rebate.
- Review purchase requests, production requests and expense reports for accuracy.
- Work collaboratively with bureau staff to address questions, clarify coding and ensure compliance with internal controls.
- Create purchase orders to encumber funding for vendors that submit monthly invoices.
- Enter approved invoices into the Health Financial Services (HFS) and WebGrants systems.
- Reconcile HFS, WebGrants and SAM II system transactions to ensure payment amounts and coding are accurate.
- Coordinate the processing of contract, MOU, MOA and internal agreement renewals and amendments and track and save documentation in the appropriate locations.
- Monitor and respond to inquiries received in the WIC Operations email inbox or forward them to the appropriate staff for response.
- Attend department, bureau and unit meetings to acquire and maintain knowledge relevant to the position.
- Process payments, invoices and expense reports in both state financial systems – SAM II and MissouriBUYS – in accordance with department and state guidelines.
- Provide outstanding customer service to internal and external partners.
Qualifications - All you need for success
Minimum Qualifications:
- A bachelor’s degree from an accredited college or university in business, accounting, public administration or a similar field.
- Substitutions of four years of relevant experience in areas such as invoicing, financial tracking or accounts receivable may be allowed in place of a qualifying bachelor’s degree.
- Previous experience using Microsoft Office Suite (especially Excel) and other data or financial tracking systems is preferred.
- Excellent communication and interpersonal skills for effective collaboration with department staff.
- Demonstrated attention to detail and a commitment to accuracy and compliance.
- Be resilient and demonstrate critical and innovative thinking skills.
- Reliable attendance and being available to work at 7:30 a.m. is necessary due to a daily essential function to be completed on time each morning.
