We are seeking a Master-Level Business Analyst with 11–15 years of professional experience supporting software requirements analysis, documentation, requirements traceability, workflow analysis, system analysis, and business process improvement.
The Business Analyst will work closely with business stakeholders, end users, developers, QA teams, project managers, and government leadership to capture, verify, document, and manage requirements throughout the full software development lifecycle.
The ideal candidate must have strong experience developing requirements documentation, workflow diagrams, business process documentation, user guides, release notes, RTMs, SOPs, and system documentation for enterprise applications.
Key Responsibilities
- Interview and collaborate with stakeholders at multiple management levels to gather detailed business and system requirements.
- Capture, verify, document, and manage requirements and requirements traceability.
- Develop business, functional, non-functional, and performance requirements.
- Analyze business processes, workflows, system functionality, and data capture needs.
- Create and maintain requirements documentation, workflow diagrams, RTMs, user guides, release notes, SOPs, and process documentation.
- Work with developers, QA teams, project managers, and client stakeholders to ensure requirements are understood and implemented correctly.
- Support software testing, validation, and defect resolution by clarifying requirements.
- Conduct business and technical presentations for customers and leadership.
- Develop documentation standards and ensure project documentation follows established guidelines.
- Support Agile/SCRUM and SDLC project activities.
- Provide strategic advice to project leads, management, and customers.
- Create process and system diagrams using tools such as Visio, Balsamiq, Contour, Jira, or similar tools.
- Communicate government policies, regulations, operational goals, and business needs to technical teams.
- Assist with system and process documentation, user documentation, and other assigned project deliverables.

- Bachelor’s degree in Information Technology, related field, or equivalent experience — 15 years
- Experience identifying requirements, capturing use cases/scenarios, and developing visual tools, analytical tables, and presentations — 11 years
- Strong analytical skills, time management, attention to detail, and excellent written and verbal communication skills — 11 years
- Proven experience in a Business Analyst or Business Data Analyst role — 11 years
- Requirements gathering and documentation experience — 11 years
- Business Analyst experience — 11 years
- MS Office and PowerPoint experience — 11 years
- Software Development Lifecycle experience — 11 years
- Hands-on experience with business process analysis, redesign, workflows, and complex logic — 10 years
- Experience gathering and documenting system and business requirements — 10 years
- Prior business analyst experience for web-based case management, user portal, or data capture applications for human services — 5 years
- Proven experience with Agile and SCRUM SDLC methodologies — 5 years
- Superior writing, communication, presentation, interpersonal skills, and ability to work cross-functionally with senior management — 5 years
- Experience with modeling tools such as Visio and requirements management tools such as Contour or Jira — 5 years
- Ability to work well in a team with developers, customers, project managers, and quality test analysts — 5 years

Local Candidate Requirement
This position is open only to candidates currently located in the DMV area: Washington, DC, Maryland, or Virginia.
Relocation candidates will not be considered.
