The Professional Full time civil, electrical or mechanical professional engineer for project inspection in San Juan and Caguas Municipality oversees construction projects, ensuring program goals and overall compliance. This includes comprehensive management of administrative operations and fieldwork. Must possess a thorough understanding of the project's defined scope and all associated responsibilities. Supervision extends to Project Management (PM) administrative and field staff, as well as all contracting parties such as designers and general contractors, sub-general contractors.
Critical Tasks & Responsibilities:
- Direct the daily operations and all aspects of Program Management roles and responsibilities.
- Responsible for the direct coordination of all daily activities, including training, communications, scheduling, deliverables, staffing designation and evaluation, and risk assessment and management. Ensures review and compliance with all Program Management regulatory and statutory requirements, working in coordination with the Regulatory Compliance Officer during project development and implementation.
- Serve as the primary liaison with PRPHA or its authorized representative.
- Lead and coordinate all program management-related meetings, conference calls, and group activities, including coordination with all necessary parties.
- Lead and coordinate the timely generation of all required deliverables.
- Oversee logistics management, ensuring procedures align with program goals and objectives.
- Serve as the primary contact for coordinating, recording, and managing all construction project tasks and associated costs.
Required Competencies and Qualifications:
- Academic – bachelor’s degree or higher education in Engineering or Architecture.
- License – Professional Engineer license or Professional Architecture license
- Associations – Member in good standing with the Puerto Rico College of Engineers and Land Surveyors; or with the Puerto Rico College of Architects and Landscaping Architects.
- Experience – minimum of seven (7) years of experience as a Program Manager, performing services similar to those required in this description.
- Fully bi-lingual- English / Spanish (both written & verbal).
- Technical Skills – highly proficient in MS Excel, MS PowerPoint, MS Project and other PM software; understanding of construction drawings and specifications; technical writing skills.
