Position Summary
The Land Development Preconstruction Manager is a hands-on, technical role responsible for preparing residential communities for successful site construction.
Reporting to the Director of Land Development, this position works closely with the Land Entitlement Project Managers, Land Development Project Managers, engineering consultants, subcontractors, utility companies, and internal departments to develop site improvement budgets, perform quantity takeoffs, review engineering plans, identify value engineering opportunities, coordinate utility and project startup activities, support contractor bidding, and ensure each project is financially sound, technically complete, and ready to transition into construction.
Key Areas of Accountability
Project Budgeting & Cost Management
- Develop and maintain site improvement budgets from initial due diligence through construction start.
- Prepare conceptual budgets for prospective land acquisitions and update project budgets as engineering plans evolve.
- Monitor project costs throughout the entitlement process and identify budget risks and opportunities.
Site Development Estimating
- Prepare detailed quantity takeoffs for grading, earthwork, utilities, stormwater management systems, roadway improvements, erosion and sediment controls, and other site improvements.
- Maintain historical cost information to improve estimating accuracy and consistency.
- Review engineering plan revisions and update estimates as project designs change.
Value Engineering & Constructability
- Review engineering plans with a focus on constructability, efficiency, and cost.
- Identify practical value engineering opportunities that improve project efficiency while maintaining quality and regulatory compliance.
- Collaborate with engineering consultants and internal teams to incorporate cost-effective design solutions.
Bidding & Procurement
- Prepare bid packages and coordinate requests for proposal for site contractors.
- Analyze contractor proposals and prepare bid comparisons.
- Assist with contractor selection and contract preparation.
- Maintain relationships with site contractors and suppliers.
Project Startup & Utility Coordination
- Coordinate utility applications for electric, gas, communications, and other dry utilities.
- Coordinate escrow accounts, project financial securities, and related documentation.
- Prepare subcontractor commitments and support contract administration.
- Maintain organized project files, drawings, specifications, and estimating documents to support successful project startup.
Cross-Functional Project Support
- Work closely with Land Entitlement Project Managers to maintain current project budgets throughout the approval process.
- Coordinate with Land Development Project Managers to support a smooth transition from approvals into construction.
- Participate in project planning and design review meetings.
- Communicate budget changes, estimating updates, and constructability concerns to the Director of Land Development.
Ideal Candidate Background and Experience
- Minimum 5–7 years of experience in residential land development, site construction, estimating, construction management, civil engineering, or a related field.
- Experience preparing site improvement estimates and quantity takeoffs.
- Strong understanding of residential site construction methods and sequencing.
- Experience reviewing civil engineering plans and identifying practical, cost-effective solutions.
- Residential homebuilding experience preferred.
Education
- BS/BA degree in Construction Management, Civil Engineering, Engineering Technology, or a related field preferred.
- Equivalent combinations of education and relevant experience will be considered.
Technical Skills/Experience
- Strong ability to read and interpret grading, utility, roadway, and stormwater management plans.
- Advanced Microsoft Excel skills.
- Experience with Bluebeam Revu.
- Experience with PlanSwift or similar takeoff software.
- Experience with Microsoft Project or similar scheduling software.
- Familiarity with AutoCAD is a plus.

Position Requirements
- Must have a valid driver's license and the ability to travel regularly to prospective land sites, municipalities, consultants, and active communities.
- Must be able to sit at a desk and work on a computer for a minimum of six hours daily.
- Must be able to lift a minimum of 50 pounds.
- Must be able to walk a minimum of 1,000 feet over uneven terrain at active construction sites.
