The Director of Clinical Services (DCS) provides leadership and oversight for all clinical operations of the home health agency, ensuring the delivery of high-quality, patient-centered care in compliance with federal, state, and accreditation standards. The DCS is responsible for clinical staff supervision, quality improvement, regulatory compliance, operational efficiency, and achieving agency goals for quality, growth, and patient satisfaction.
Essential ResponsibilitiesClinical Leadership
- Direct and oversee all clinical operations.
- Supervise and mentor nursing, therapy, social work, and home health aide staff.
- Ensure appropriate staffing and clinical coverage.
- Promote a culture of quality, accountability, and patient safety.
Regulatory Compliance
- Ensure compliance with CMS Conditions of Participation, Medicare regulations, HIPAA, OSHA, and state licensing requirements.
- Maintain survey readiness and oversee corrective action plans.
- Develop and maintain clinical policies and procedures.
Quality Assurance
- Lead the Quality Assessment and Performance Improvement (QAPI) program.
- Monitor patient outcomes, OASIS accuracy, infection prevention, hospitalization rates, and patient satisfaction.
- Implement quality improvement initiatives and performance metrics.
Clinical Operations
- Oversee admissions, recertifications, transfers, and discharges.
- Ensure timely completion and review of OASIS documentation.
- Collaborate with physicians and interdisciplinary teams to coordinate patient care.
Staff Management
- Recruit, hire, orient, train, and evaluate clinical personnel.
- Conduct annual performance reviews and competency assessments.
- Support employee engagement, retention, and professional development.
Financial & Operational Management
- Manage departmental budgets and staffing productivity.
- Monitor clinical efficiency and reimbursement performance.
- Support agency census growth and operational goals.
QualificationsRequired
- Current Registered Nurse (RN) license in the state of practice.
- Bachelor of Science in Nursing (BSN).
- Minimum five (5) years of clinical nursing experience.
- Minimum two (2) years of leadership or management experience in Medicare-certified home health.
- Thorough knowledge of Medicare regulations, OASIS, PDGM, and CMS reimbursement.
- Strong leadership, communication, organizational, and problem-solving skills.
Preferred
- Master's degree in Nursing or Healthcare Administration.
- CHAP, ACHC, or Joint Commission survey experience.
- Homecare Homebase (HCHB) or similar EMR experience.
Compensation
Salary Range: $86426.30 – $102,000 annually, based on experience, education, certifications, and market conditions.
Performance Incentive:
- Annual leadership performance bonus of up to 10% of base salary, based on agency quality measures, census growth, employee retention, and financial performance.

Physical Requirements
- Ability to travel to patient homes and agency locations.
- Ability to lift up to 25 pounds.

Working Conditions
This position is based in the agency office with frequent travel to patient homes, referral sources, hospitals, and community partners. Occasional evening, weekend, and on-call responsibilities may be required.
