Vision Planning and Consulting, LLC (VPC) is a small business specializing in emergency management, disaster response and recovery, hazard mitigation, grants management, strategic planning, and public outreach. VPC supports federal, state, and local government agencies nationwide by providing scalable emergency management and disaster recovery support before, during, and after disasters.
Our team members support Emergency Operations Centers (EOCs), field operations, debris management programs, and incident management operations across the nation through the deployment of experienced personnel, technical expertise, and rapid deployment capabilities.
Position Summary:
VPC is seeking qualified Disaster Response Specialists with direct experience in EOC, ICS, and Incident Management Team (IMT) environments to support on-call emergency management and disaster recovery operations nationwide. Personnel may deploy to support local, state, or federal clients before, during, and after emergency events including hurricanes, floods, severe storms, wildfires, and other disasters.
This is an on-call, deployment-based position. Selected candidates must be able to deploy anywhere within the United States with short notice.
Individuals without directly relevant experience in EOC/ICS/IMT environments NEED NOT APPLY.
Roles & Functional Areas:
Qualified candidates may support one or more of the following functions:
EOC, ICS & Incident Management:
- Emergency Operations Center (EOC) operations and management
- Incident Command and Unified Command support
- Planning, Operations, Logistics, and Finance/Admin Section support
- Incident Action Plan (IAP) development and coordination
- Situational awareness, situational reporting, and WebEOC
- Emergency Support Function (ESF) coordination and support
- Public Information Officer (PIO) and Joint Information Center (JIC) support
- Response Task Force Lead
- IMT staff augmentation and oversight
Key Responsibilities:
- Coordinate with government agencies, contractors, and partner organizations
- Collect, organize, and analyze operational data; maintain accurate records, reports, and project documentation
- Adhere to all client, FEMA, state, and local emergency management procedures and requirements
Qualifications:
Education & Experience:
- Bachelor's degree in emergency management, public administration, planning, engineering, environmental science, or a related field preferred
- Relevant disaster response or recovery experience may substitute for education
- Prior experience in EOC, ICS, or IMT environments is required
Preferred Experience Areas:
- EOC operations or ICS/NIMS environments
- ICS Command and General Staff roles (IC, Operations Section Chief, Planning Section Chief, PIO, Liaison, Safety Officer)
- WebEOC and other situational awareness tools
Required Skills:
- Strong written and verbal communication skills
- Ability to work independently and in team environments
- Strong organizational and problem-solving skills
- Ability to multi-task and work under pressure in emergency situations
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams, PowerPoint)
- Ability to quickly adapt to changing operational environments
Deployment Requirements:
- Must be able to deploy anywhere within the United States with short notice
- Must be willing to work extended hours, weekends, and holidays during activations
- Must be able to travel for weeks at a time
- Must be authorized to work in the United States
