We are seeking an experienced, highly organized, and detail-oriented Tax Credit Specialist to oversee LIHTC compliance for our Jamaica Plain property. This individual will be working closely with the property managers, state housing agencies, and auditors to ensure full compliance with IRS Section 42 and all applicable regulatory requirements.
Position Summary
The Tax Credit Specialist is responsible for managing all aspects of Low-Income Housing Tax Credit (LIHTC) compliance. Responsibilities include reviewing resident certifications, auditing files, providing staff training, monitoring regulatory requirements, preparing properties for compliance reviews, and ensuring all reporting and documentation requirements are met.
Essential Duties & ResponsibilitiesLIHTC Compliance
· Ensure compliance with IRS Section 42 and all applicable LIHTC regulations.
· Review and approve all initial move-in certifications.
· Review annual recertifications when required by the property's regulatory agreement.
· Verify household eligibility through accurate income, asset, and student status calculations.
· Ensure compliance with the Next Available Unit Rule, vacant unit requirements, and unit transfer regulations.
· Review leases, TICs, supporting documentation, and compliance files for accuracy and completeness.
· Monitor regulatory deadlines and affordability requirements.
· Maintain complete and accurate compliance documentation.
File Auditing & Quality Control
· Conduct routine audits of tenant files.
· Identify deficiencies and work with site staff to implement corrective actions.
· Prepare properties for state agency, investor, and third-party compliance audits.
· Monitor outstanding compliance issues until resolved.
· Maintain organized electronic and paper compliance records.
Compliance Reporting
· Prepare owner certifications and required compliance reports.
· Maintain compliance tracking systems and reporting schedules.
· Monitor reporting deadlines and ensure timely submissions.
· Assist ownership with portfolio compliance reporting and regulatory oversight.
Regulatory & Investor Relations
· Coordinate with state housing finance agencies, and compliance auditors.
· Respond to audit findings and regulatory inquiries.
· Develop and implement corrective action plans when necessary.
· Stay current on changes to IRS regulations and LIHTC compliance requirements.
QualificationsRequired Experience
· Minimum of 5 years of LIHTC compliance experience.
· Thorough knowledge of IRS Section 42 regulations.
· Extensive experience reviewing income certifications and determining household eligibility.
· Experience conducting tenant file audits.
· Strong understanding of Fair Housing regulations.
· Excellent organizational, analytical, and problem-solving skills.
· Strong written and verbal communication skills.
· Ability to interpret and apply complex regulatory requirements.
· Proficiency with Microsoft Word, Excel, Yardi and Outlook.
Preferred Experience
· Experience with Massachusetts affordable housing programs.
· Experience with occupied rehabilitation projects and LIHTC lease-ups.
· Experience using Yardi property management software.

· Housing Credit Certified Professional (HCCP)
· Tax Credit Specialist (TCS)
· Specialist in Housing Credit Management (SHCM)
· Certified Occupancy Specialist (COS)
