Job Title: Senior Quality Assurance and Application Testing Specialist (TED and PE System)

Position Overview:
The
Testing Specialist will play a critical role in executing, coordinating, and managing all testing activities associated with the
TED (Third Party Electronic Database) and
PE (Provider Enrollment) system upgrade initiatives. This position demands strong analytical acumen, technical depth in
mainframe testing, and a thorough understanding of software quality assurance methodologies. The Testing Specialist will ensure that all upgraded components are functionally accurate, technically compliant, and seamlessly integrated within the enterprise ecosystem.
Key Responsibilities:
Plan, design, and manage test cycles for complex mainframe-based system upgrades, ensuring complete coverage of functional, integration, regression, and performance testing.
Develop comprehensive test strategies, test cases, and test scripts aligned with project requirements and technical specifications.
Execute and validate testing activities across development, staging, and production environments to confirm successful system performance post-upgrade.
Perform data validation and integrity checks across COBOL and JCL-driven batch processes, ensuring seamless migration and transformation of data within the TED and PE systems.
Analyze and document test results, defects, and performance metrics, ensuring all issues are tracked, communicated, and resolved promptly.
Collaborate with developers, business analysts, and system architects to identify potential risk areas, clarify requirements, and validate defect resolutions.
Leverage mainframe testing tools and utilities (e.g., IBM Rational, Micro Focus, JCL utilities) for execution, batch job verification, and regression testing.
Ensure adherence to QA standards, federal compliance requirements, and documentation protocols across all testing phases.
Support UAT (User Acceptance Testing) by preparing scripts, assisting business users, and validating end-to-end functionality within upgraded systems.
Contribute to process improvement initiatives by recommending enhancements to the test management framework, automation, and reporting mechanisms.
Technical Skills and Core Competencies:
Strong knowledge of mainframe systems, including
COBOL, JCL, IMS DB/DC, and VSAM file structures. Proficiency in
test planning, execution, and defect management within mainframe and legacy system environments. Experience in
analyzing batch jobs, validating job dependencies, and reviewing JCL execution outputs. Familiarity with
Informatica,
SQL interface files, and
data warehouse validation processes. Understanding of
Third Party Electronic Database (TED) and
Provider Enrollment (PE) systems preferred. Experience with
federal and state compliance documentation in system testing and migration contexts. Exposure to
test automation frameworks and
reporting tools such as HP ALM, JIRA, or Micro Focus Quality Center. Excellent analytical, problem-solving, and documentation skills.
Preferred Qualifications:
Bachelor’s degree in
Computer Science, Information Systems, or a related discipline. 5+ years of experience in
mainframe testing, QA management, or system validation roles. Prior experience with
state or federal IT modernization projects involving mainframe-to-distributed integrations. Fundamental understanding of
TED and PE system workflows, data structures, and business processes. Strong communication skills and ability to work collaboratively within multi-disciplinary teams.
