R2Build is seeking a qualified and experienced Site Safety and Health Manager (SSHM) to administer the contractor's safety program and ensure a safe working environment for the "MODERNIZE AND UPGRADE NEW PUMPHOUSE AND SUBSTATION" project. The SSHM will be responsible for implementing and enforcing the Accident Prevention Plan (APP) and ensuring compliance with all applicable safety regulations, specifically EM 385-1-1.
Position Summary
The Safety Manager is responsible for developing, implementing, and maintaining the project’s Safety and Health Program to ensure a safe working environment for all employees, subcontractors, and visitors. This role oversees all safety-related activities, ensures compliance with federal, state, and local regulations, and promotes a strong safety culture across the jobsite and company operations.
Key ResponsibilitiesSafety Program Management
Develop, implement, and enforce the company’s Safety and Health Plan (SHP).
Review project plans, specifications, and site conditions to identify safety requirements.
Maintain up-to-date OSHA, EM 385-1-1, EPA, and local jurisdiction safety compliance.
Site Safety Oversight
Conduct daily job site inspections to identify hazards, unsafe conditions, or non-compliance.
Ensure corrective actions are taken immediately and documented properly.
Monitor high-risk activities such as excavation, confined space entry, fall-protection tasks, crane/rigging operations, and hot work.
Training & Orientation
Conduct safety orientation for all workers and subcontractors before they start on site.
Provide ongoing toolbox talks, weekly safety meetings, and task-specific training.
Maintain training logs, attendance sheets, and certifications.
Incident & Accident Management
Investigate all incidents, near misses, and accidents to identify root causes.
Prepare detailed incident reports and corrective action plans.
Coordinate with insurance, management, and regulatory agencies as required.
Documentation & Reporting
- Prepare and maintain required safety documentation, including:
- Job Hazard Analyses (JHAs)
- Activity Hazard Analysis (AHA)
- Submit daily, weekly and monthly safety summaries to the Project Manager and Owner.
Regulatory Compliance
Ensure full compliance with OSHA 29 CFR 1926, 1910, and project-specific requirements.
Maintain updated knowledge of safety laws, standards, and best practices.
Coordinate with inspectors, auditors, and government officials when required.
Leadership & Culture Development
- Promote a safety-first culture through communication, leadership, and accountability.
- Support subcontractors in meeting safety requirements.
- Empower workers to stop unsafe work and report hazards without fear.
Qualifications
- Bachelor’s degree in Safety, Environmental Science, Construction Management, or related field (preferred).
- Minimum 3–5 years of experience in construction safety management USACE projects.
- OSHA 30-Hour Construction Certification (required).
- EM 385-1-1 40-Hour SSHO certification (preferred).
- First Aid/CPR/AED certification.
- Strong knowledge of OSHA, EPA, local codes, and industry best practices.
- Excellent communication, leadership, and documentation skills.
