Travel: Periodic CONUS and OCONUS travel is required in support of training, exercises, inspections, and readiness activities.
Background: Vectrona is seeking an experienced Maritime Expeditionary Security Force leader to oversee execution of a high-visibility professional support services contract supporting MESG-1 Force Generation and Training. The successful candidate will lead a multidisciplinary team supporting curriculum development, learning standards compliance, exercise planning, force development, and fleet training program management that directly enhances Navy expeditionary readiness.
The ideal candidate is a recently retired Navy senior officer, senior warrant officer, or senior enlisted leader with extensive operational and leadership experience within the Maritime Expeditionary Security Force or closely related Navy expeditionary organizations. Candidates should be comfortable briefing senior military leadership, coordinating across multiple commands, leading geographically dispersed teams, and managing complex training and readiness initiatives.
Day-to-Day Responsibilities:
- Serve as Vectrona’s primary technical and managerial representative to the Contracting Officer, COR, and MESG-1 leadership.
- Lead execution of all contract requirements across the Force Generation Professional Support Services task order.
- Direct daily activities of contractor personnel supporting curriculum development, learning standards, exercise planning, force development, and training program management.
- Ensure all contract deliverables are completed accurately and on schedule, including:
- Monthly Status Reports
- Quarterly Executive In-Progress Reviews
- Semi-Annual Reports of Findings
- Meeting Minutes
- Final Reports
- Conduct regular meetings with Government leadership to review performance, identify emerging requirements, and resolve issues.
- Maintain staffing, certifications, security clearances, and personnel qualifications throughout contract performance.
- Coordinate contract execution across multiple Navy expeditionary organizations and training stakeholders.
- Monitor quality assurance processes and implement continuous process improvements.
- Manage contract risk, staffing continuity, schedule execution, and customer satisfaction.
- Support transition activities, onboarding, and workforce retention efforts.
- Foster a collaborative relationship with MESG-1 leadership while ensuring contractor independence consistent with a non-personal services contract.
Preferred Education/Degree:
Bachelor’s degree in English, Communications, Journalism, Public Affairs, Technical Writing, Government, Business Administration, or related field.
Preferred
- Master’s Degree in: National Security, Military Studies, Organizational Leadership, Education, Business Administration or Related discipline
Preferred Knowledge, Skills and Qualifications:
Required
- Active DoD Secret Security Clearance.
- Minimum eight (8) years of Navy expeditionary operational, training, and readiness experience.
- Minimum three (3) years of recent Maritime Expeditionary Security Force (MESF) experience within the last five years.
- Minimum three (3) years of program management experience as either:
- Government contractor Project Manager, or
- Navy E-7 through E-9,
- O-3 through O-5,
- W-2 or above.
- Experience supporting at least two of the five PWS objective areas:
- Learning Standards
- Curriculum Development
- Exercise Planning
- Force Development
- Training Program Management
- Previous service as a:
- Commanding Officer,
- Officer in Charge,
- CVN Department Head, or
- Senior-level operational administrator.
- Exceptional written and verbal communication skills with demonstrated experience briefing senior Navy leadership.
- Strong organizational, leadership, personnel management, and customer engagement skills.
Highly Desired
- Experience supporting Naval Education and Training Command (NETC) learning standards.
- Experience within Maritime Expeditionary Security Group, Maritime Expeditionary Security Squadron, or MESTEU organizations.
- Familiarity with OFRP, Fleet Response Training Plan, and Joint Exercise Life Cycle processes.
- Experience managing large professional services contracts.
- Experience leveraging commercial or Government-approved Artificial Intelligence tools to improve productivity and mission outcomes.

Pay: $128,000.00 - $145,000.00 per year
