This position performs complex budgeting and fiscal analysis for the Medicaid Transformation Project (MTP), including tracking and reporting on budget, revenue and expenditures of approximately $2.5 billion over the course of the biennium. The Fiscal Information Data Analyst uses critical thinking skills to navigate gray areas and independently solve problems in a fast paced and changing environment. About the division:
The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), Public Employees Benefits Board (PEBB), and School Employees Benefits Board (SEBB) programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.
About the position:
The Medicaid Transformation Fiscal Information Data Analyst will perform research and fiscal analyses of a highly specialized, complex, and technical nature working across agency divisions to ensure the accurate budgeting, monitoring, and reporting of 1115 Medicaid Transformation funds. This position is responsible for managing the administrative and services budgets of assigned MTP programs. The person in this position is responsible for exercising consistent use of independent judgment in managing the production of crucial waiver monitoring and analytic functions.
This position is eligible to telework but is required to report on-site 1 day a week during the training period and occasionally at other times to meet business need.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
EXAMPLE OF DUTIES
Some of what you will do:

Provide advanced level financial budgeting, research and analytic expertise for the Medicaid Transformation Waiver.

Prepare and submit financial reports to demonstrate compliance with HCA and CMS financial reporting requirements.

Prepare waiver administrative, services, and transformation projects budgets, including drafting decision packages, developing cost models, and budget allotments.

Review and approve agency budget requests related to project staffing and contracts.

Track and report on waiver expenditures to budgets.

Monitor and calculate Intergovernmental Transfer (IGT) activity which are used as a funding source for project expenditures.

Prepare and present regular financial reports to Medicaid Transformation Project leadership.

Perform highly specialized and complex research and data analysis for the Waiver and Demonstration Finance Section Manager to ensure adequate funding for waiver administration, services and transformation projects.
