Summary:
This position is responsible to perform a variety of routine and advanced legal support work for the Circuit Court. Position may be cross-trained in multiple court case types (including Small Claims, Civil, Family Criminal and Traffic for Clerk of Circuit Court and Probate and Juvenile for Register in Probate), and will require the application of independent judgment and the interpretation of policies and procedures based on training and knowledge gained through experience on the job. This position will assist in the administration of the standard operation policies and procedures of the Clerk of Circuit Court and the Register in Probate. This position will be responsible to assist customers at the Clerk’s front counter handling a variety of court paperwork. Attention to detail is required. There may be frequent contact with the Judge, Circuit Court Commissioner, outside agencies, the public, litigants, and attorneys at the counter, in the courtroom and on the telephone. Advice and assistance will normally be provided as needed by the Clerk of Circuit Court, but most functions will be performed with a minimum of checking or other supervision.
Essential Functions of the Position:
The following duties are illustrative. The person holding this position may be required to perform other duties of a similar nature or otherwise related to the position.
- Entering and processing all case types as assigned (Small Claims, Civil, Family, Paternity, Tax Warrants, Construction Liens, Traffic, Criminal Felony/Misdemeanor/Traffic in Clerk of Circuit Court section of the office and Probate, Guardianship, Mental Commitments, and all Juvenile case types in Probate section of the office.) Draft and mail out any required court orders,
judgments of conviction, notices, money judgments, and correspondence to attorneys and interested parties following local court rules and the Wisconsin Statutes.
- Manage the efiling queue within CCAP as per office guidelines. Forwarding electronic filings that must be given attention to the Judge as necessary and renaming documents that are electronically filed so that they are descriptive for the Judge.
- Review all filings for accuracy, completeness, and court policy.
- Closing cases, scanning and filing as needed.
- Preparing bail/bond paperwork and forwarding to parties for signature and filing. Scanning in probable cause paperwork.
- Processing records search requests and certifying court documents as requested. Preparing invoices for copies and certification fees and mailing out. Following up on collection of the fees.
- Mailing out juror qualification questionnaires, logging returned questionnaires, preparing and mailing out jury summons, coordinating jurors on day of jury trials.
- Prepare notices to State Public Defender regarding appeals filed.
- Prepare court record for Court of Appeals.
- Creating files for probable cause paperwork to be filed in.
- Opening, scanning and distributing all daily mail to appropriate parties.
- Back up coverage between each clerk as needed.
- Answering the phone and assisting people that come to the office counter.
- Entering fingerprint information into CCAP after receiving the fingerprint cards from the District Attorney’s Office.
- Updating addresses in CCAP as requested by the parties.
- Communicating with defendants, attorneys, Child Support Agency, District Attorney, Social Workers, Sheriff’s Dept.
- Responsible for comprehensive knowledge of Clerk of Circuit Court/Register in Probate responsibilities and role within the court and legal system in order to answer internal and external customer questions; ascertains the appropriate contact within the department or county, or refers to an outside source in an efficient, professional manner.
- Adheres to all policies, procedures, including accuracy of reporting and entering of judgments, including, but not limited to, judgments of conviction and civil judgments in accordance with adhering to Wisconsin Statutes, "Local Rules" (as established by our Judges), and municipal laws; adherence to Model Recordkeeping procedures.
- Enter judgments and financials in CCAP, including filing fees, fines, certification fees, restitution, etc. and accurately receipt money towards them.
- Maintenance of all judgments/lien records of plaintiff/defendant, index to all court actions by data entry in CCAP computer system,.
- Scheduling as required & entering court dates/times in CCAP when scheduling and sending notice of court events.
- Submit dispositions to Wisconsin DOT for all traffic violations and any necessary suspensions/revocations as required.
- Assists in recording, maintaining, and balancing bookkeeping records within the department, as well as receipting and tracking payments made to the court. Each Deputy Clerk/Deputy Register in the office balances the cash drawers and prepares bank deposits as per the office schedule.
- Prepares warrants for individuals with outstanding overdue fines, fees, etc., based on the Clerk of Circuit Court’s policy for collection, and disposes of warrants when notified that the warrant was served or canceled.
- Clerks courtroom hearings, trials or proceedings, take accurate court minutes/in-court processing, administers oaths; collect, mark, and record exhibits; respectfully follow direction of Circuit Court judges.
- Assume primary responsibility of assigned division or area if so requested by the Clerk of Circuit Court/Register in Probate, and serve as point person within the Clerk of Circuit Court/Register in Probate for cases and/or records within this area. Research statutes & reference materials to gain a thorough knowledge of the law in order to serve the public.
- Deputy Register in Probate will meet with new guardians to review their duties and responsibilities to ensure their compliance with court polices and statutes.
- Deputy Register in Probate will audit inventories, annual accounts and final accounts filed by guardians, conservators and trustees, as well as Personal Representatives when requested by the Clerk of Circuit Court/Register in Probate.
- Deputy Register in Probate will prepare Adoption and Termination of Parental Rights reports and send to appropriate entity as required.
- Back scanning old court records as time allows.
- Participate as a team member of the Clerk of Circuit Court/Register in Probate Office to improve office efficiency and cooperatively solve problems.
- Fulfills the department's mission and purpose.

Qualifications
This position requires a high school diploma, two years of post-secondary education plus a minimum of two years office experience, or a combination which provides the essential knowledge, skills and abilities. A background in law or court knowledge would be preferred. Additional requirements include considerable knowledge of office procedures, proficient with computers, internet, Microsoft Office, Outlook, scanners, photocopiers, printers, fax machines, calculators, multi-line telephones.

Preferred qualifications: Strong in-person customer service, organizational, analytical, and time management skills. Considerable knowledge of computer systems including Windows, Word and Outlook with the ability to easily learn new systems. Ability to work respectfully with people from diverse backgrounds, both as customers and co-workers. Team oriented with a positive attitude. Ability to sit/stand for extended periods of time; some lifting and bending. Ability to type 40+ WPM. Willingness to be a team member who is skilled, efficient, flexible, motivated and willing to be there for the good of the team over and above personal preferences. Ability to multi-task.
