JOB
Under general supervision of the Technology Services Director or County Manager, plans, organizes, directs and supervises the Technology Services Department staff and designs, installs, repairs, maintains and keeps computers and network systems functional for Humboldt County & the Public Safety Communications System and other agencies; and performs other work as assigned.
DISTINGUISHING CHARACTERISTICS:
Oversees Technology Services Department projects. Maintains County computer networks, communications systems, TV translators; maintains records and orders components/supplies when necessary; supervises subordinate staff, including hiring, determining workload, delegating assignments, training, monitoring and evaluating performance, and taking disciplinary action.
Initially, the incumbent will be under the close supervision of the Technology Services Director or County Manager as they learn and train in County specific information systems and public safety communications system. Once the Technology Services Director or County Manager has determined the incumbent to be competent in the named County systems, they will become more independent in performing supervisory functions, be responsible for all projects and day-to-day activity for the Technology Services Department and receive only occasional instruction or assistance as new or unusual situations arise.
This is an at-will position serving at the pleasure of the Technology Services Director or County Manager and Humboldt County. EXAMPLE OF DUTIES

Supervises, evaluates, trains and assigns daily duties to Technology Services Department staff.

Ensures all staff members meet training requirements and attend training classes.

Schedules maintenance and repair activities, organizes and prioritizes work.

Approves overtime to keep Public Safety Communications operational. Schedules employees to cover off hour support. Plans support for outages affecting public safety communications and the County information system network.

Designs County-wide networks supporting public safety, County information systems, and TV translator systems and components consisting of complex electronic equipment for County departments and other approved agencies (equipment such as, but not limited to: handheld and mobile two way radios; vehicle lighting and siren systems; computers, network equipment, routers, firewalls, switches; dispatch consoles with remote network radio consoles; data radio networks; VOIP & ROIP networks; controller paging encoders; transmitters; interfaces to CAD dispatch and weather monitoring systems; TV and FM radio transmitters, translators, and receivers; satellite receiving systems; video cameras, monitors and supporting network; analog and digital telephone systems; audio and video network recorders).

Hires department staff; Imposes disciplinary action as needed.

Operates test equipment or software support such as, but not limited to, cable analyzer, oscilloscopes; current, power and voltmeters; microwave link analyzers, spectrum analyzers, base-band analyzers, RF frequency counters, noise loading test sets, baseband synthesizers, audio test sets, transmission impairment measuring test sets, T1 test sets, SWR test sets, sweep generators and deviation calibrators; semiconductors and curve testers; tuning and adjustment tools; signal generators and wave form monitors, SNMP software, remote support software, facility monitor software.

Operates drills, hole saws, chassis punches, drill presses, soldering irons, power saws and tower erection tools, and related hand tools.

Assigns employees to respond to service calls from customers. Identifies problem(s), troubleshoots the cause of network, PC, printer, or communication system failures and explains the problem to the customer as well as the procedure to be followed to resolve the problem.

Oversee the maintenance of towers and other antenna support structures and may install and repair antenna systems on those structures. Maintains the physical structure of local and remote networks and microwave, communication sites by repairing, replacing, installing and maintaining structural components; installing and replacing defective and deteriorating materials; clearing the area of debris; painting the structures as needed.

Oversee orders for networking or communication equipment, tools and supplies for use in performing job duties.

Ensures emergency building maintenance and repairs at remote County facilities are addressed timely, safely and efficiently.

Operates 4-wheel and 2-wheel drive vehicles and snowcat into remote, mountainous county sites in varying weather conditions.

Keeps records of work completed, equipment and supplies used, and hours worked on jobs for various County departments and other agencies.

Ensures staff is adequately trained in applicable safety policies and procedures and has received instructions for safe use of all materials, tools and equipment.

Performs other duties as assigned.
