Under administrative direction of the City Manager, The Public Works Director will plan, direct, manage, and oversee the activities, services, and operations of the Public Works Department. The Public Works Director is a working director who will be visionary, adaptable, resourceful, and hands-on in completing reports and manual labor as needed, with some limited support. The incumbent will serve as an integral member of the department head team. The successful candidate must have the aptitude and a positive attitude to guide a dynamic, full-service Public Works Department. Collaboration and maintaining positive relationships with the engineering consultants of the City is crucial. The Public Works Director will coordinate assigned activities with other City departments and outside agencies; and provide responsible administrative support to the City Manager.
Essential Functions:
Supervises and manages the Public Works department and ensures adherence to safe work practices and procedures.
Assume management responsibility for all Public Works Department services and activities. These include streets, sidewalks, facilities, and parks, water, sewer, storm drain, and solid waste.
Manage the development and implementation of Public Works Department goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service, and staffing levels; allocate resources accordingly.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of charges.
Represent the Public Works Department to other City departments, elected officials, and outside agencies; explain Public Works Department programs, policies, and activities; resolve sensitive issues.
Select, train, motivate and evaluate Public Works Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline proceedings.
Plan, direct and coordinate the Public Works Department's work plan; meet with staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups and the public.
Monitors work sites and ensures adherence to safe work practices and procedures and the proper use of equipment.
The Public Works Director is expected to have a knowledge of Federal, State, and local laws, ordinances, and municipal policies.
Ensures the completion and submission of all compliance reporting to a number of different agencies for all aspects of public works including but not limited to streets, water, sewer, solid waste, and recycling.
