DSC is seeking a Business Development/Cost Estimating Associate who will be responsible for continuous identification of new opportunities that align with DSC’s strategic goals, corporate developmental plan, and revenue goals. This team member will lead the cost proposal development effort by collecting and analyzing data to estimate the amount of labor, material and overhead that is required to perform on Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) projects.
The ideal candidate will be able to work independently to conduct Business Development (BD) research and analyses and build proposal cost estimates to meet proposal and solicitation requirements. They will assemble and present BD opportunities and customer research for Executive Leadership; respond to RFIs, Sources Sought; generate basis of estimates/cost proposals, provide proposal coordination and administration, as needed.
The candidate will have 5 years of operational experience at either the Project Manager or Corporate Operations Manager Level showing responsibility for P&L and QC performance on federal projects.
Business Development
- Conduct daily opportunity research and assess opportunities from all DSC and publicly available various sources (e.g. agency forecast, agency websites) to ensure company meets its annualrevenue goals.
- Continuously provide updated pipeline and research briefings to executives.
- Conduct research on current and archived RFPs, Sources Sought Notices and RFIs; prepare and submit responses.
- Provide tailored research and reports to Executives to help build business development pipelines and bid/no bid decision making.
- Manage business development information on SharePoint
- Conduct adhoc research as needed.
Cost Estimating
- Deliver accurate and timely preparation of full cost estimates for bid opportunities.
- Reviews and comprehends technical scopes of work in Requests for Proposals (RFPs) and Requests for Quotes (RFQs).
- Creates detailed estimates for costs of materials, labor, and equipment based on RFP and quotations.
- Determines work crews and production rates for performance of required tasks.
- Estimates labor and material costs using estimating guides, such as RS Means, proprietary production rates and observed historical performance.
- Gathers cost data from functional representatives, subcontractors, and vendors.
- Advise management on issues related to cost, contract personnel, customer representatives, vendors, and subcontractors.
- Demonstrates knowledgeable pricing strategy for IDIQ based contracts
- Create and develops BOE worksheets in sufficient detail for proposal development Sufficient detail is define as line by line down to the element of work level.
- Uses and understands pricing with SCA/DBA/CBA wage rate programs
Technical Proposal Assist
- Provide narrative write up to clarify and explain proposed concept of operations
- Provide SME input into how pricing strategy aligns with operational structure
- Ability to narratively explain how the BOE will meet SOW requirements
Physical Effort:
The work is primarily sedentary, although some slight physical effort may be required. Assignment regularly involves long periods of sitting. Work may require on-site meetings with department supervisors and subject matter experts.
Working Conditions:
Work is typically performed in an adequately lighted and climate-controlled office. The work involves minimal risks and observance of safety precautions typical of an office setting. Individual will manage multiple tasks or projects. Work requires continual attention to detail in composing, typing and roofing materials, establishing priorities and meeting deadlines. Work will require periodic travel to job site locations, PPE may be required. Adaptable to flexible work schedule when required to meet deadlines.
Travel
Candidate can expect occasional to moderate travel, sometimes with short notice. Attend solicitation site visits and pre-proposal meetings to adequately understand contract requirements to build cost estimating and conceptual technical approach to staffing and organizing projects. At times will be required and involved in support roles in new contract phase-in and start-ups.
Qualifications:
- High School Degree (Required)
- Bachelor’s in business administration, finance, or related field a plus
- Operational knowledge of Base Operations Support Services, facility management operations and facility services (janitorial, grounds, and pest control) required.
- Candidate will be knowledgeable about the Federal Government’s Small Business procurement programs including but not limited to TSB, 8(a), SDVOSB, WOSB and HubZone set asides.
- Ten (10) years’ experience estimating federal janitorial services, landscape maintenance services or facilities maintenance contracts required
- Five (5) years’ experience with MSFT Excel including creating and modifying spreadsheet formulas, pivot tables required. (Practical evaluation of skills will be given)
- Continual attention to detail and accurate data entry skills required.
- Excellent written and verbal communication skills, to include good grammar, spelling, and punctuation required.
- Excellent verbal and written communication skills with the ability to present to and lead pricing discussion with client buyers.
- Ability to manage ambiguity creative thinking and extensive financial modelling skills.
- Ability to think strategically and be resourceful as an independent worker with a team player attitude.
- Use and operation of standard office equipment experience required.
- Experience in Federal Government contracting and corporate environment with understanding of government contracting preferred.
Pay: $115,000.00 - $125,000.00 per year
