Position Summary:
Provides counseling to individuals, adolescents, groups, and families to promote optimum substance abuse recovery. The counselor utilizes their unique skills and treatment modalities to meet the needs of the individual requesting services. Counselors work with individuals with mild to severe substance use disorders and possibly with co-occurring mental health disorders. Counselors are responsible for: initial assessment; diagnostic summary; completing American Society of Addiction Medicine (ASAM) documentation in a timely fashion; treatment planning with clients; preparing progress notes and discharge summaries; interpreting results of urine drug screening as it relates to progress in substance recovery; recognizing risk factors for Hepatitis C (HCV)/HIV, sexually transmitted infection (STI), and opioid overdose; participating in harm reduction promotion including HCV, HIV, STI screenings in cooperation with CHCSEIA medical personnel; and referring for other services outside their scope of practice as appropriate. Additionally, counselors will write reports to the court and testify in court upon request related to civil commitment for SUD (IA Code 125) or when subpoenaed or otherwise obligated, in accordance with HIPAA and 42 CFR Part 2 and applicable state and federal law. This position is responsible for case management with other agencies as needed.
Essential Functions / Duties:

Ø Maintain a client caseload in accordance with assigned duties. With each case, the counselor will create adequately detailed records which reflect intake procedures, an ASAM evaluation, environmental and cultural factors, a comprehensive treatment plan, treatment progress, aftercare, referral, and patient management as set forth by Iowa Department of Public Health Licensure Requirements and Commission on Accreditation of Rehabilitation Facilities.

Ø Provide individual therapy, group therapy, crisis intervention, and family therapy according to the needs of cases.

Ø Effectively utilize evidence-based approaches to promote recovery, encourage clients to express their feelings, discuss what is happening in their lives, guide clients in development of skills to deal with their problems, overcome dependency and adversity, adjust to life changes, and make change.

Ø Collect additional information as needed to form a comprehensive assessment including interviews with collateral informants, medical or other records, mental state and physical observations, and laboratory tests as appropriate in cooperation with CHCSEIA medical staff.

Ø Document all client encounters timely and comprehensively in the electronic health record system.

Ø Advocate for clients in coordinating services, especially in crisis or emergency situations.

Ø Meet with families, probation officers, police, and other interested parties to exchange necessary information during the treatment process as requested by the client. Counsel families in understanding addiction and providing healthy support to their loved one.

Ø Evaluate effectiveness of counseling program and client’s progress in reaching defined objectives and assist clients to resolve barriers to progress.

Ø Modify treatment activities and approaches as needed to reflect changes in the client’s status.

Ø Remain up to date with developments in the field of SUD as well as local, state, and national systems of care.

Ø Effectively plan with clients regarding termination of counseling services.

Ø Work effectively as a team with other CHCSEIA personnel (e.g. community health and social work) to address Social Determinants of Health (SDOH) among SUD treatment clients.

Ø Work effectively as a team with other CHCSEIA personnel (e.g. primary care and behavioral health providers) to address mental health needs among SUD treatment clients.

Ø Maintain confidentiality of all client treatment in accordance with applicable state and federal laws and rules.

Ø Supports diagnostic and E&M coding accuracy, adherence with the corporate compliance plan, attainment of productivity targets, and claims preparation for third party reimbursement.

Ø Provide for community awareness and education as requested by the organization.

Ø Attend required departmental and provider meetings, participate in quality improvement and patient safety activities, develop and review standards of care and practice guidelines with other department providers, and assist in developing department plans to support clinical needs and grant activities.
Education:
-
Minimum of bachelor’s degree in social work or related field required.
- LISW, LCSW, LMHC, LMFT preferred
Experience:
-
Three (3) years' experience in substance abuse counseling or behavioral health counseling preferred.

Computer literacy in electronic mail, word processing, and working within an electronic health record system.

Completion of Mandatory Child and Dependent Adult Abuse Reporting certification,

Basic Life Support (BLS) required
Licensure:
-
Current, active CADC, IADC, or IAADC certification required.
- Provisional or temporary certifications will be considered.
