Position Overview
We are seeking a highly experienced Program Manager / Instructor to lead the transition of civilian employees from the General Schedule (GS) system to a broadbanded DoD Personnel Demonstration Projects such as Science and Technology Reinvention Laboratory (STRL) Personnel Demonstration Project ("Lab Demo") or Acquisition Workforce Personnel Demonstration (AcqDmo) frameworks.
Serving as a primary subject matter expert and advisor to command leadership, you will orchestrate the full-cycle transition ecosystem, including system design, position description conversion, mock pay pool management, and command-wide workforce training. This is a premier opportunity to stand up a critical personnel framework from the ground up within the DoD research, development and acquisition enterprises.
Essential Duties and Responsibilities
- System Design & Implementation: Tailor a performance-and-contribution-based compensation system tailored to the command’s mission using authorized broadband flexibilities. Assist in authoring localized Business Rules and Internal Operating Procedures (IOPs).
- Workforce Conversion & Classification: Guide human resources personnel and managers through the conversion of traditional GS position descriptions (PDs) into broadbanded Position Requirement Documents (PRDs) or equivalent classification structures.
- Training Development & Delivery: Design, schedule, and deliver robust training plans for all levels of staff (including SES-level directors and supervisors) across multiple geographic areas and time zones. Training modules will focus on contribution planning, writing high-quality self-assessments, and executing pay pool operations.
- Pay Pool Management: Facilitate mock and live pay pool panel meetings. Provide expertise in operating automated compensation tools, validating categorical and numerical scoring data, and managing score distributions while ensuring strict cost discipline and equity.
- Stakeholder Engagement: Actively meet with command leadership to optimize sub-pay pool architectures, manage change management communications via brown bags and all-hands briefings, and interface with regional civilian human resource offices.
Minimum Qualifications
- Education: Master’s degree or above in Human Resources, Business Administration, Organization Development, or a highly relevant field (or equivalent professional experience).
- Experience: Minimum of six (6) years of professional knowledge and work experience in federal human resources, workforce transformation, or program management.
- Project Tracking: Must include hands-on leadership of at least one (1) full-cycle STRL Lab Demo or AcqDemo implementation for a U.S. federal agency.
- Core Competencies: Extensive, demonstrable expertise in federal pay-setting, classification, pay band conversion mechanisms, labor-management relations, and performance appraisal quality levels (PAQLs).
- Technical Writing: Superior technical writing skills with a track record of authoring localized agency business rules, federal policies, and executive-level briefing materials.
Preferred Qualifications
- Prior experience executing personnel transitions specifically within Department of Defense R&D or Acquisition environments including warfare centers (e.g., NRL, NSWC, NUWC, NAWCAD).
- Direct operational familiarity with DoD personnel databases and appraisal software (such as CAS2Net and DCPDS transactions).
- Exceptional leadership presence with proven success coaching Senior Executive Service (SES) and military command directors through sensitive workforce restructuring.
Pay: $150,000.00 - $175,000.00 per year
