Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
This is a Non-Represented Position.
This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

JOB SUMMARY:
Responsible for the Planning, implementation and development of a comprehensive operating strategy both presently and for the future, that is responsive to the public, supports operations, Marketing and the community in a cost effective and efficient manner. The position is accountable for the coordination and integration of activities amongst all departments necessary to support the daily operation. The work performed under this position has a direct impact on the service provided to our nearly 300,000 daily customers – planning and scheduling 945 daily revenue trains, writing schedules for nearly 2,000 operating employees and approximately 1,200 pieces of rolling stock, and creating and issuing up to 10 timetables and related documents annually, along with nearly 200 Special Programs each year.
DUTIES AND RESPONSIBILITIES:

Oversee and direct the highly complex relationship of major projects, LIRR SOGR and Amtrak SOGR as they relate to the Planning activities and mitigate impacts to the daily operation, supporting goals and initiatives for the entire Long Island Railroad through the scheduling of Trains, Crews and Equipment that is efficient and effective in delivering our daily service and remain responsive to customer needs

Develop and implement a coordinated operating plan with Mechanical, Engineering and Transportation on daily and future manipulation and cycling needs to meet service, modification, capital and FRA requirements

Represent the Chief Service Planning Officer, coordinating with other mass transit agencies concerning service, schedules and disruptions

Perform all other assignments at the request of senior management.

Assure managerial response and investigation of operating incidents; oversee completion and provide feedback on content and quality of specific responsibilities, including incident response, accident and incident investigation, and written reports therein (AR-20, AR10, Incident Reports).

Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential

REQUIRED QUALIFICATIONS:
-
Bachelor’s Degree in Arts/Sciences (BA/BS) in Business/Transportation/Engineering/Technology or related field with 12+ years of related experience. In lieu of degree, 16+ years of related experience may be considered

Must be qualified on LIRR Operating rules, and extensive working knowledge of train movement, physical characteristics and crew and equipment manipulations.

Must have previous managerial experience with progressively increase in responsibilities.

Must have prior experience managing staff and budget resources.

Must have the ability to effectively work with Senior Staff and Labor Organizations. High Required Must possess knowledge of FTA and FRA requirements.

Must be available consistent with 24/7 operations.

Must possess strong working knowledge of Amtrak, New Jersey Transit operations in Penn Station.

Must possess the ability to plan and implement extensive track outages with minimal customer impact.

Must possess experience handling Labor relations /Union issues for various crafts and organizations.

Must possess the ability to motivate and develop subordinates

Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.

Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
