This position is located the District Department of Transportation (DDOT). The District Department of Transportation's mission is to equitably deliver a safe, sustainable and reliable multimodal transportation network for all residents and visitors of the District of Columbia.
This Transportation Specialist position is located in the Strategic Initiatives Branch (SIB) within the Traffic Safety Administration (TSA). This position will support TSA’s goal of improving multimodal safety in the District of Columbia by advancing safety improvements, multimodal engineering initiatives, and asset management across the District. The position will contribute to the agency’s work on the High Injury Network (HIN), safety program evaluation, and traffic safety infrastructure management.
Duties and Responsibilities
The incumbent prepares audit reports, analyzes and assesses findings, documents service performance and recommends changes for corrective action to achieve the required service performance levels aligned with agency goals. The incumbent maintains documents and records, conducts performance measurements, and analysis service performance relative to the vehicle and staffing availability to ensure compliance with the quality control processes outlined in the contract or agreement.
Qualifications and Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
Experience with data analysis programs such as ArcGIS and Tableau, project management experience, and excellent verbal and written communication skills preferred.
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Experience with Tableau, GIS, Microsoft Office Suite, and Python strongly preferred. A successful candidate should also have excellent communication skills, including the ability to write briefing memos and reports, deliver presentations, and facilitate effective meetings. An ideal candidate will display strong project management skills and expertise with data analysis and visualization.
Licenses and Certifications
The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.
Work environment varies from a controlled office atmosphere to field conditions involving warehouses, facility centers, and other work sites that require standing, walking, climbing, lifting and bending.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
