Position Title: Director of Human Resources
Reports To: Superintendent of Schools - Chester Upland School District
Supervises: Various administrative support personnel within areas of responsibility
Position Goal: To provide leadership and direction in for the Department of Human Resources in
support of its strategic plan and short-, medium-, and long-term goals through the execution of
best practices in the areas of recruitment, selection, evaluation/assessment, training/professional
development, succession planning, employee recognition, and position control.
Qualifications:
- Bachelors in Human Resources, Business Administration or related field required. SPHR
certification strongly preferred. Master's Degree in Human Resources, Business Administration, or
related field and SPHR certification preferred.
- Three (3) years' experience in progressively large HR roles with significant experience in
talent acquisition, employee development, and employee evaluation in an educational setting
preferred.
- Working knowledge, or proven ability to acquire knowledge, of the needs of an educational
organization as it relates to educational certification and "highly qualified" professional and
paraprofessional staff.
- Demonstrated ability to lead a team and communicate to a wide variety of audiences orally and in
writing.
- Excellent interpersonal skills and demonstrated knowledge of group dynamics,
consensus-building, problem solving, and conflict resolution.
- Knowledge of and ability to interpret collective bargaining agreements, employment contracts,
and Board policies.
- Ability to use computer systems and implement the use of HR software applications.
- Proven planning, organizational, and project management skills.
- Ability to collect, analyze, and interpret data.
ESSENTIAL FUNCTIONS: The essential functions of this position include, but are not limited to, the
following fundamental duties:
1. Provides leadership, support, guidance, and technical assistance for the assigned areas of
responsibility.
2. Remains abreast of all laws, regulations, rules, and policies affecting the employment process
from recruitment to severance of the employment relationship.
3. Supervises assigned personnel, conducts annual performance appraisals, and makes
recommendations for appropriate employment actions, including, but not limited to, hiring, firing,
disciplinary action, etc.
4. Provides leadership and oversight in the District's recruitment process to include, but not be
limited to, the development of legally compliant and organizationally sound job descriptions and
applications; the development of a robust recruitment process; the formal assessment of all recruitment activities;
the development of a stringent and legally compliant interview process to
include an applicant screening process, skills testing if necessary, and a rigorous
competency-based interview and selection process; effective reference and background checks;
pre-employment physical fitness testing if necessary; formal offers of employment, and adherence to
applicable collective bargaining agreements regarding posting of vacancies, etc.
5. Provides leadership and oversight of the talent on-boarding process to ensure compliance with
all laws, rules, regulations, policies, and procedures.
6. Develops and implements an orientation program for all new talent designed to effectively
welcome new employees to the District and provide them information and guidance essential to their
success through a documented induction program model.
7. Develops and implements an exit process for all employees to include effective exit interviews;
the return of all District equipment, access cards, and keys; the termination of technology access,
etc.
8. Oversees the development, implementation, and assessment of staff evaluation processes and
procedures to ensure that such processes are legally compliant and conducted with fidelity.
9. In conjunction with appropriate administrative personnel, facilitates the development,
implementation, and evaluation of staff development activities in such areas as civil rights
compliance, unlawful harassment, workplace safety, conducting effective performance evaluations,
supervision, etc.
10. Compiles emerging trends with candidates in regards to compensation, benefits, and work/life
balance and advises senior leadership on findings and recommendations.
11. Assists the administrative team in the succession planning process.
12. In conjunction with the Business Office, ensures the validity and accuracy of Position Control.
13. Responsible for maintaining databases for certification issues, including, but not limited to,
tenure, Level I/Level II status, and Act 48/Act 45 compliance.
14. Maintains required records and prepares or oversees the preparation of various state and
federal employment-related reports and ensures that such reports are completed and submitted
accurately in a timely manner.
15. Drafts, interprets, and disseminates policies, regulations, procedures, and other important
information to staff within assigned areas of responsibility.
16. Serves as liaison with the Pennsylvania Department of Education for assigned areas of
responsibility.
17. Participates in the negotiations process with all employment groups as requested by the
Assistant Superintendent.
18. Provides leadership and guidance in the development of departmental objectives, standard
operating procedures, performance standards, timelines, and reports.
19. Attends school board meetings to present personnel agenda items.
20. Attends training sessions, conferences, and workshops to keep abreast of current practices,
programs, and legal issues associated with areas of responsibility.
21. Performs such other duties as requested/assigned by direct supervisor.
