Reports to Commission
1. INTRODUCTION:
The City Auditor performs a variety of routine and complex professional, administrative, and technical accounting and finance functions in maintaining the fiscal records and accounting system of the city. Additionally, the City Auditor provides professional assistance to City employees, committees, and the general public.
Work is performed under policy guidance and general direction of the City Commission. City Auditor is expected to rely on his/her experience, judgment, and knowledge to resolve routine problems.
2. WORKING RELATIONSHIPS:
Relationship with co-workers shall be guided by the following: The City Auditor is cooperative and, when appropriate, assists others; works to promote teamwork within the department and throughout the City of Underwood; shares information; resolves conflict through use of tact and diplomacy; exhibits a positive image and outlook when interacting with co-workers and/or the public.
3. ESSENTIAL DUTIES AND RESPONSIBILITIES:
a. Performs assigned operations to achieve goals within available resources; performs, except as otherwise directed, the functions and responsibilities of City Auditor as prescribed in Chapter 40-16 of NDCC.
b. Attends all meetings of the governing body and keeps a complete record of its proceedings. Responsible for publishing minutes according to law.
c. Takes and transcribes minutes for the City Council meetings and various special meetings, maintains permanent records of city meetings and resulting actions; prepares meeting agendas and meeting materials packets in a timely fashion.
d. Gathers information and prepares a variety of reports and related information for City Council decision-making purposes and other requests.
e. Communicates official policies and procedures to Council, staff and the general public.
f. Maintains all City financial records.
g. Responsible for financial activities, including processing of receipts, disbursements, revenues, expenditures and adjustments; cash and bank reconciliations; cash receipts; verification and payment of bills; bank deposits.
h. Oversee investments of City funds, special assessments, and other fiscal accounting functions. Responsible for Property and Liability Insurance for the City.
i. Monitors revenues and expenditures to assure sound fiscal control.
j. Prepares annual budgets with input from the finance committee and department heads.
k. Assures effective and efficient use of budgeted funds.
l. Supervises the collection of fees, utilities, and other receipts in accordance with laws and regulations.
m. Responsible for payroll and tax reporting, accounts payable processing, utility and other billings. Responsible for personnel activities, including maintenance of records on payroll, benefits, hours worked, time off, withholding, and other personnel records and documents; answering payroll, benefits, and other personnel-related questions from employees.
n. Maintains a current Fixed Assets and Inventory list for the City. Responsible for Record Retention Management.
o. Performs various other activities including filing and retrieving public records, researching and gathering information. Issues licenses and permits.
p. Coordinates election procedures including providing petitions and other election forms as requested, and posting and publishing election-related notices as required.
q. Participates in seminars, workshops, and continuing education as appropriate and necessary.
r. Oversees maintenance and upgrading of computers, printers, and recording equipment, software, internet technology, and related technology items for the City’s computer system; coordinates computer support with outside vendors and service providers.
s. Performs other duties and assumes additional responsibilities as directed by the President of the Commission and Council to ensure efficient City operations.
t. Acts as an ambassador for the City.

1. QUALIFICATION REQUIREMENTS

2. EDUCATION AND/OR EXPERIENCE
a. Graduation from college or university with a bachelor’s degree or equivalent in business or public administration or a closely related field; or
b. Four (4) years of related experience; or
c. Any equivalent combination of education and experience.
d. Minimum two (2) years of accounting and/or payroll experience.
3. LANGUAGE SKILLS:
Ability to read, analyze, and interpret common legal documents, rules and regulations. Ability to respond to common inquiries or complaints from employees and customers, or members of the community. Ability to effectively present information to the City Council, officers, and employee groups.
4. MATHEMATICAL SKILLS:
Ability to apply mathematical skills as they apply to accounts payable and receivable. Knowledge of computer programs to create spreadsheets.
5. REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving requests for service.
6. CERTIFICATES, LICENSES, REGISTRATIONS:
Must have a valid North Dakota driver’s license. Must be able to travel to out-of-town meetings, with some overnight stays.
7. SPECIAL REQUIREMENTS:
a. Working knowledge of the principles and practices of public administration, municipal finance, human resources, public works, public safety, and community development. Skill in preparing and administering municipal budgets, municipal programs, working knowledge of payroll administration, benefits, and accounts payable functions; working knowledge of office practices and procedures; records management.
b. Ability to prepare and administer municipal budgets with breakdown by funds and accounts; ability to maintain records accurately and effectively; ability to maintain effective accounting procedures; ability to accurately account for city funds; ability to prepare and analyze financial reports.
c. Ability to establish and maintain effective working relationships with supervisors, other departments, employees, officials, and the public. Ability to communicate effectively verbally and in writing; ability to plan, organize and supervise clerical workers and assigned staff; ability to multi-task, work under pressure and/or frequent interruptions; ability to work effectively with people.
d. Skill in operation of listed tools and equipment.
8. TOOLS AND EQUIPMENT USED:
Personal computer, including word processing, spreadsheet and database programs; network communications and other software; 10-key calculator; telephone; copier; fax machine; recording equipment.
