The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branch Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.
The Enterprise Systems Branch operates and maintains the State’s ERP systems. This office is responsible to direct business analysis tasks for ERP system implementation, upgrades, and enhancements and provides technical services to State agencies in the review, evaluation, and recommendations on proposals, bids, and contracts.
The Technical Analyst is a specialist responsible for the technical analysis, systems design, development, implementation, enhancement, and technical support for the PeopleSoft environment that includes interfaces with other applications utilized within the organization. The incumbent works in partnership with IT staff and operational teams and collaborates with other managers with regard to work status and any IT problems or concerns. The position plays a key role in bridging the needs of the systems analysts with the technical capabilities of the system(s).
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Knowledge: Knowledge of principles and concepts of IT technologies and topologies; proficient in IT protocols and operating systems, common hardware, software components, and network components, structured analysis techniques and methods; practical and logical application of computer equipment and technology to problem solving; and project management methods and techniques. Knowledge of business management practices and an understanding of how technology can be utilized to achieve business objectives and results. Must be informed about IT developments and possess the ability to interpret significance to business management processes.
Skills/Abilities: Strong interpersonal and customer service skills, analytical/problem solving skills, and project management skills. Ability to assess development requirements, business process requirements, cross application impact, and integration requirements. Ability to maintain effective working relationships with all levels of personnel; plan, communicate effectively, both orally and in writing, and prepare written procedural and evaluation reports. Ability to explain system configuration to Operational Managers so they can understand the implication of different design solutions; develop quality documentation, design and deliver end user training. Ability to work on several projects at a time, prioritize assignments on short notice, and maintain an effective work pace. The employee is expected to know and apply pertinent laws relating to privacy, confidentiality, accessibility, and information security practices, rules and regulations, applicable policies and procedures, and other guidelines relating to the access and safeguarding of computer information assets.
Recommended Qualifications:
Education: Bachelor’s degree from an accredited college or university in management information systems, finance, accounting, computer sciences, business applications or related field.
Experience: Two (2) years of PeopleSoft development experience. Must have hands-on development experience in ERP modules that demonstrated the ability to design, build and maintain systems. Such experience must have involved the full life cycle of ERP, including implementation, maintenance and upgrades of ERP modules, e.g., HR, Payroll, Time and Labor, etc.
This position is exempt from the civil service and considered temporary in nature.
