Project Manager of Capital Projects & Business Development
Location: San Jose, CA
Schedule: Business hours with some extended hours to meet business needs. Role can be hybrid. This role will be traveling up and down California, from San Jose to Los Angeles, as opportunities require it. Approximately 30-40% of in-state travel.

Job Summary
The RowCal Project Manager of Capital Projects & Business Development is responsible for identifying, developing, and delivering capital construction and improvement projects across multiple homeowners’ associations (HOAs). This role combines project origination, consultative business development, and project coordination through completion, working in close partnership with the vendor completing the work once a project is approved and signed. The role works closely with Community Association Managers (CAMs), HOA boards, vendors, financial partners, and the RowCal Construction & Maintenance (RCM) team to generate CAPEX project opportunities, define scope and funding strategies, and successfully execute approved projects that support the financial stability, physical condition, and long-term viability of HOA-owned assets.
Role and Responsibilities
Asset Oversight & Planning

Attend regular board meetings and site walks to identify maintenance needs, capital improvements, and risk management issues.

Maintain and update reserve studies, capital replacement schedules, and long-term maintenance plans.

Work closely with the Director of Construction & Maintenance to identify Capex projects that may come up through service call work orders
Financial & Budgeting

Assist CAMs and boards in preparing annual budgets, with a focus on reserve allocations and capital projects.

Provide financial analysis on ROI for major repair and improvement projects.

Partner with Director of Banking Relationships and Business Development to provide funding solutions to the HOA clients.
Project & Vendor Management

Oversee large-scale repair and replacement projects (roofs, siding, asphalt, mechanical systems, etc.).

Source, vet, and manage vendors to ensure high-quality workmanship, contract compliance, and cost-effectiveness.

Negotiate vendor contracts, ensuring alignment with HOA standards and compliance requirements.
- Identify vendors to be a part of the RowCal Preferred Vendor Program and partner with those vendors to complete projects for the clients.
Board & Client Relations

Present clear and professional updates to HOA boards regarding asset conditions, upcoming needs, and project status.

Provide expert recommendations to help boards make informed decisions about asset preservation and capital investment.

Build and maintain strong relationships with board members, homeowners, and vendors.
Compliance & Risk Management

Ensure compliance with governing documents, local codes, and safety standards.

Identify and mitigate potential risks to community assets.

Maintain documentation and reporting for audits, insurance claims, and regulatory compliance.
Qualifications and Education Requirements

Bachelor’s degree in Real Estate, Property Management, Project Management, Construction Management, Business, or related field preferred.

7-10 years of experience in Project Management, property management, facilities management, or HOA/community management.

Strong knowledge of building systems, capital planning, and vendor/project management.

Financial acumen with experience in budgeting, forecasting, and reserve studies.

Excellent communication, negotiation, and relationship-management skills.

Proficiency with property management software and Salesforce

Flexibility to attend evening Board meetings.

Pay Range
The estimated starting pay range for this role is $100,000 to $125,000 per year. This good faith estimate is based upon RowCal's typical starting pay range for this role. Actual pay range depends on many factors including each employee's qualifications and market conditions and is subject to change.
