POSITION SUMMARY:
The building Residential Manager is responsible for performing property management responsibilities. They are to ensure the security of the building and the general well-being of all residents. They are to enforce the lease, house rules, building policies and applicable laws and regulations. They are also responsible for leasing both tax credit, HUD subsidized and market rate apartments and for general compliance requirements of the property.
The Residential Manager is responsible for making sure that the property in is compliance with the current HUD Handbook, LIHTC, HUD notices and other regulatory requirements at all times.
The manager should be knowledgeable of and operate within the provisions of the Seattle Rental Agreement Regulation, Washington State Residential Landlord Tenant Act, Federal, State, County and City regulations and Fair Housing Laws.
ESSENTIAL FUNCTIONS:
· Manage the assigned buildings efficiently and effectively.
· Perform day-to-day management of the assigned buildings, including marketing, leasing, compliance with regulatory requirements, rent collection, resident relations/events, social services referral, and general maintenance of the property.
· Review and ensure compliance with rental application packet, initial interim and annual certification processes, including reviewing and interpreting project eligibility requirements, criteria for residency, background screening reports and calculating household income and other compliance requirements.
· Maintain accurate data for leasing, compliance, complaints, issues, maintenance, residents’ information, and resident ledgers in Voyager.
· Initiate and complete annual, interim and unit transfer resident recertifications in a timely manner.
· Maintain accounting records, monitor rent delinquencies, late payments/fees, and lease violations.
· Complete and submit the property compliance tracking sheet every other Tuesday and attend residential staff meetings.
· Comply with Federal, State, County and City laws, regulations, and requirements, including Fair Housing laws.
· Enforce apartment community rules and regulations, provide documentation of disputes or issues and management responses.
· Ability to always exercise discretion and confidentiality.
· Highly organized and strong attention to detail, capable of taking personal initiative in a project as needed, making sure all work is completed and of high quality.
· Completion of affordable housing fundamentals including HUD, WSHFC and other property management related training.
FOSTERING RELATIONSHIP
· Function as a liaison with community social services providers or outside agencies providing services and case management to residents.
· Demonstrate ability to build effective partnerships with community partners and social service agencies, making referrals as appropriate.
· Responsible for promoting a sense of community among residents, working to solve problems and facilitate a responsible and positive community.
· Respond to resident inquiries, complaints, and concerns promptly.
· Create a sense of community among residents, coordinating and engaging in regular events.

BUILDING MAINTENANCE & SAFETY
· Collaborate with the Maintenance and Facilities Departments to coordinate perimeter area cleaning, work orders, preventative maintenance, and unit turnover work
· Conduct routine unit/building inspections including annual and pest inspections
· Make recommendations for physical repairs, replacements and/or improvements
· Maintain inventory of all equipment and supplies
· Make sure that all units and common areas are in safe, decent, clean, and sanitary condition
· Monitor building and residents’ security and safety, monitor concerning activity, responding to/reporting safety concerns, conducting investigations, and cooperating with PDA security team/staff, emergency medical response personnel and local law enforcement
· Be familiar with and capable of assuming responsibility for physical security of building, including fire safety and emergency response
· Availability and dedication in off-hours to respond to emergent tenants or building issues
· Perform other duties and functions as assigned by the Portfolio Manager
· Work Schedule: Onsite, Monday-Friday, 8:30 am-5:00 pm
MINIMUM REQUIREMENTS:
· College education is preferred (Experience will be taken into consideration above education.)
· Previous clerical/administrative experience and experience with office computers and software
· Experience in managing affordable housing is preferred.
· Must possess excellent communication skills, both verbal and written
· Must be a team player yet is able to work with minimum supervision.
· Must be able to follow instructions & respond to issues or concerns promptly.
· Must be able to work in an environment of diverse cultures, practices, traditions, & lifestyles.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Duties are performed in the PDA office Monday thru Friday, which is non-smoking, air-conditioned and subject to temperature variances due to western exposure and non-centralized heating system. The work environment is fast-paced and requires the ability to work under pressure. Work areas are small due to lack of space. Job requires the ability to sit for long periods of time, to work with many interruptions, and to lift approximately 25lbs. Requires the ability to respond assertively and calmly in emergencies and when handling confrontations.
COMPENSATION:
Monthly housing allowance, employer-paid medical, dental, term life, and LTD insurance for employees, with Section 125 Plan for un-reimbursed medical/dependent care costs. The pension plan offered after one year and deferred comp plan available immediately.
