DMA is building a dedicated acquisition support team for the Centers for Disease Control and Prevention, Office of Acquisition Services (OAS) — supporting a 2026 strategic initiative to modernize CDC's workplace safety, security, and asset management posture, plus support to NIOSH and the World Trade Center Health Program.
This is a hands-on Program Manager role, not a coordination seat. You will lead a distributed team of FAC-C certified contract specialists executing procurement actions cradle-to-grave, and you will own the throughput, quality, and PALT performance the client is buying.
What You'll Do
- Lead and supervise a team of Contract Specialists (scaling from 4 to as many as 15 across option periods) supporting CDC OAS
- Own delivery against the performance standards: 4–5 procurement requests per specialist per week post-onboarding, approximately 240 actions per specialist annually
- Serve as the single point of accountability to the Contracting Officer's Representative (COR) — running bi-weekly Teams updates, monthly progress reports, and PALT reporting
- Apply a tiered triage model across high-volume/low-complexity actions (modifications, de-obligations, option exercises) and complex competitive procurements
- Run the quality gate: peer review and PM sign-off on every document before it reaches the government CO
- Manage the surge cycle — federal fiscal year-end (Aug–Sep) obligation compression is the busiest period of the year, and planning for it is your job
- Enforce the inherently-governmental boundary (FAR 7.5), OCI safeguards, and contractor-identification requirements
- Recruit, onboard, and retain qualified acquisition professionals; maintain a ready bench so no requirement goes unstaffed longer than two weeks
Required Qualifications
- Bachelor's degree
- Seven (7) years minimum of experience in program management, contracting, acquisition planning, or a combination
- FAC-C certification (current or previous) held for a minimum of five (5) years, or civilian equivalent — this is a hard requirement of the contract and cannot be waived
- Demonstrated cradle-to-grave federal contracting experience across pre-award, solicitation, evaluation, award, and post-award administration
- Ability to obtain and maintain a favorable federal suitability determination (background investigation) and an HHS PIV credential
- U.S. work authorization; E-Verify compliance required
Preferred Qualifications
- Prior experience with ICE (Integrated Contracts Expert) — CDC's contract writing system
- Prior experience supporting HHS, CDC, NIOSH, or the World Trade Center Health Program
- Experience with FPDS-NG, SAM.gov, GSA eBuy, NITAAC, NASA SEWP, SBCX, and the SBA 8(a) offering process
- Experience leading remote/distributed acquisition teams
- Experience managing measurable PALT reduction
