Envision Talent Solutions is recruiting on behalf of our workforce partner for an experienced Interim Director of Human Resources to support a respected public higher education institution located in Port Angeles, Washington.
This is a senior leadership opportunity reporting directly to the institution's President and serving as a member of the President's Cabinet. The selected professional will provide strategic and operational Human Resources leadership during a period of organizational transition while ensuring continuity across all HR functions.
This is a full-time onsite assignment in Port Angeles, Washington. Candidates from outside the area are encouraged to apply. A monthly housing allowance of $1,200 is available for the duration of the assignment.
Position Summary
The Interim Director of Human Resources will oversee the institution's Human Resources department, providing leadership, guidance, and operational oversight while serving as a trusted advisor to executive leadership. The assignment is anticipated to continue through June 30, 2027, but may conclude earlier if a permanent Director is hired.
Key Responsibilities
- Lead all Human Resources operations and strategic initiatives
- Oversee employee and labor relations
- Interpret and administer two collective bargaining agreements
- Conduct workplace investigations and manage employee relations matters
- Lead conflict resolution and disciplinary processes
- Direct talent acquisition, onboarding, retention, and workforce planning
- Oversee compensation, classification, salary administration, and employee benefits
- Ensure compliance with federal and state employment laws and regulations
- Maintain HR policies, audits, and personnel records
- Coordinate Title IX responsibilities and employee training
- Ensure compliance with ADA, EEO, leave administration, and employment laws
- Support organizational development and change management initiatives
- Oversee performance management, leadership development, and workforce training
- Manage payroll oversight, HR systems, reporting, and workforce analytics
- Supervise Human Resources staff and departmental budget
- Collaborate with legal counsel, union representatives, faculty, administrators, and staff
- Participate in statewide higher education HR initiatives
- Advise executive leadership on complex and sensitive employment matters
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field
- Significant senior-level Human Resources leadership experience
- Strong knowledge of federal and state employment laws
- Experience administering and interpreting collective bargaining agreements
- Experience working in unionized environments
- Demonstrated success managing employee relations, investigations, and conflict resolution
- Previous Human Resources experience within higher education
- Ability to transition quickly into an executive leadership role
- Strong communication, leadership, and interpersonal skills
- Ability to work onsite in Port Angeles, Washington throughout the assignment
Preferred Qualifications
- Human Resources leadership experience within a public college, community college, university, or other public-sector educational institution
- Experience administering or negotiating multiple collective bargaining agreements
- Knowledge of Washington State employment laws and public-sector Human Resources practices
- Previous experience serving as a Title IX Coordinator
- Master's degree in Human Resources, Organizational Leadership, Business Administration, or a related field
- SHRM-SCP, SPHR, or comparable senior HR certification
- Previous interim executive leadership experience
Compensation & Assignment Details
- $135,000 (prorated for the duration of the assignment)
- $1,200 monthly housing allowance
- Full-time onsite assignment
