Position Information

This is a fast paced office environment where we create over 20,000 contracts annually, with often repetitive and detailed documentation processes. This requires individual discipline and persistence to achieve success. We are currently seeking purchasers to support our customers with processing request, creating and overseeing solicitations, evaluating and awarding bids, and issuing contracts. Our ideal candidate will demonstrate the ability to complete multiple assignments within short time frames while paying attention to detail.
Work location: The selected candidate’s work location may be Headquartered in Austin or any of the following 25 TxDOT District offices located in Abilene, Amarillo, Atlanta, Austin, Beaumont, Brownwood, Bryan, Corpus Christi, Childress, Dallas, El Paso, Fort Worth, Houston, Laredo, Lubbock, Lufkin, Odessa, Paris, Pharr, San Angelo, San Antonio, Tyler, Waco, Wichita Falls, and Yoakum.
Minimum Salary: 38,976.00
Maximum Salary: 58,045.00

Position Description
Performs basic purchasing functions for the Department . Work involves preparing specifications and product tabulations;
reviewing bids and preparing award recommendations; preparing reports and maintaining purchasing records. Work requires contact
with other governmental agencies and private entities. Employees at this level follow standard practices that do not require
frequent supervision of details.
Essential Duties:-
Answers questions, provides guidance and acts as liaison between districts, divisions and vendors.

Arranges for demonstrations of new equipment and evaluates equipment performance.

Prepares specifications and assists with specification revisions.

Presents new specifications to specification committee.
-
Writes technical equipment, material or service specifications and works with user to evaluate requirements for the
items to be purchased.

Assists in preparing justifications and compiles files of items purchased.
-
Compares features to user needs, checks inventory records for product availability and suggests alternative solutions.

Coordinates execution of relocation, acquisition, lease and/or condemnation papers with Department payment processing personnel, property owners and title companies for commitment and closure.

Coordinates the division purchasing program which includes preparing purchase requisitions and monitoring equipment/supply inventory records and service contracts.

Expedites delivery of products to customers and payments to vendors.

Keeps abreast and reports on the impact of technological and price changes in goods and/or services.

Maintains automated inventory of certain categories of equipment.
-
Maintains files on product literature, requisitions, purchase orders and correspondence.
-
Makes spot and emergency purchases.
-
Monitors equipment budget information/expenditures and equipment/supply inventory records and service contracts.

Performs a variety of administrative functions.

Prepares correspondence to departmental staff, vendors and/or the CPA regarding updates on literature, clarification of specifications, bid reviews, expediting delivery and coordinating testing/evaluation of products.

Prepares purchase requisitions for contract and open market purchases.

Prepares specification tabulations which involves conducting market research, obtaining literature and data and comparing features to users needs.

Recommends new item stockage in Regional Supply Centers to support Division requirements.

Responsible for the achievement of established Historically Underutilized Business participation goals.

Responsible for work activities supporting the purchase of equipment, commodities and services.

Tabulates bids and prepares recommendations.

Performs other job responsibilities as assigned.
Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
