Water Maintenance Worker
Job Status: Full-Time, Non-Exempt
Pay Range: Starting from $20.00 per hour, based on knowledge, skills, abilities, and prior experience.
Schedule: Typically, 10-hour shifts, Monday to Thursday. This is an on-call position requiring availability for after-hours, nights, weekends, and holidays on a rotating basis. Overtime may be required.

General Description of Duties
The Water Maintenance Worker/Utility Locator works directly under the Water Department Supervisor to correctly, safely, and efficiently locate underground water and sewer utilities. This position is also responsible for the repair and maintenance of the water system's equipment and infrastructure. This is an on-call position, requiring work after hours, weekends, and holidays as needed.
Specific Duties and Responsibilities
The following is a representative list of the essential functions and duties of this position. This list is not exhaustive, and management reserves the right to assign additional duties as needed.
Utility Locating & Water System Operations:
- Safely and accurately locate underground water and sewer utilities for customers (811) and other projects.
- Install, repair, and maintain water meters, water mains, and taps.
- Locate and repair leaks in water lines.
- Connect and disconnect services for customers.
- Complete tap-ons and install water meters.
- Install and maintain backflow preventers.
- Flush lines to ensure water quality.
- Perform maintenance on fire hydrants.
General Maintenance:
- Conduct general road and street maintenance.
- Perform maintenance and repairs on City buildings.
- Perform other duties as needed.
Minimum Qualifications
- Education: High school diploma or equivalent is required.
- Experience: A minimum of one year of experience or training in the location of underground utilities is required.
- Certifications & Licenses:
- Must possess a valid Florida Driver’s License in good standing.
- A Florida Department of Environmental Protection (FDEP) Level 2 or higher Water Distribution license is preferred, or the ability to obtain it within one (1) year of employment.
- Screening: Must voluntarily submit to and pass a pre-employment background check and drug screening.
- Relocation: Must be able to relocate to Freeport, FL 32439, before the start of employment.
Knowledge, Skills, and Abilities
Technical & Operational Skills:
- Knowledge of water irrigation and distribution systems, or the ability to learn within a specified timeframe.
- Ability to operate, maneuver, and control equipment, machinery, tools, and materials used in daily functions.
- Knowledge of traffic safety protocol and a high degree of alertness and observation of working hazards.
- Basic computer skills or the ability to learn required computer skills within a specified timeframe.
Interpersonal Skills:
- Ability to establish and maintain effective working relationships with the public, co-workers, and contractors.
- Ability to work independently without direct supervision and demonstrate initiative.
Communication & Comprehension:
- Read and comprehend written technical information.
- Communicate clearly and effectively, both verbally and in writing.
- Review, classify, categorize, prioritize, and analyze data.
Physical Requirements and Work Environment
This position requires working in a variety of challenging conditions, including inclement weather, high-traffic locations, and frequently with feet, legs, or hands in water. The work requires constant lifting, carrying, pulling, and/or pushing of heavy objects up to 44 pounds. Physical demands also include very frequent or prolonged walking, standing, kneeling, bending, stooping, and balancing. The ability to use fingers and both hands is essential. The job requires good vision, depth perception, hearing, and the ability to distinguish both basic colors and shades of colors, as well as the ability to taste.
