Railway Products Group, Inc. (RPG) has been manufacturing quality parts for the railroad and transit industry for over 35 years. We are a design-engineer-build company. We fabricate parts and assemblies in our 50,000 sq.ft. factory In Baltimore, Maryland.
In support of our company’s growth and care for 40+ employees, RPG is hiring a Human Resources Manager. The HR Manager will be responsible for the recruitment and onboarding of new employees, performing the administrative and compliance functions for maintaining the HR department, helping to uphold company rules and revising policies and procedures as necessary and helping to promote a healthy environment and an excellent workforce.
Primary Duties and Responsibilities:
▪ Recruitment and selection – perform active targeted recruitment by searching and doing outreach for qualified candidates on LinkedIn and associated hiring platforms. Schedule interviews and manage the hiring process. Administer skills tests. Process all new employee-related paperwork; coordinate all employee changes with Payroll, IT, Finance and Procurement; audit personnel information to ensure compliance with federal regulations.
▪ Payroll administration – assist in the processing and audits for the bi-weekly payroll data entry/report generation.
▪ Administrative – process and file timely and accurate employment forms (electronic or paper) including recruitment, hire, discipline, termination, disability, unemployment, retirement contribution modifications, leave of absence, personnel change notifications, organization chart, training and certificates; provide advice, assistance and follow-up on company policies, procedures and documentation; verify that all information is accurate, current, and complete while maintaining strict confidentiality of all employee records and information; act in a consulting capacity to managers on employee issues, including compensation, benefits and employee relations; complete health, salary, OSHA300 reporting and EEO surveys; maintain and distribute required OSHA logs to all office locations in a timely manner; assist in the design of administrative policies; assist in writing job descriptions and other reports as assigned.
▪ Onboarding – coordinate and schedule new employee orientation meetings ensuring that the employee receives all hiring forms and the applicable state-required notice(s) as well as complying with required federal government reporting (I-9 form) provide initial onboarding training regarding hazardous materials and provide any medical evaluation forms for PPE use.
▪ Benefits administration – assist in benefits administration such as open enrollment, 401k processing and service to employees through timely and accurate responses to routine benefits questions.
▪ Employment Law – ensure employment practices are in compliance with Title VII, ADA, ADEA and other federal and state laws; procure and provide required federal and state posters and forward to all offices annually and as updated; send appropriate correspondence pursuant to federal and state leave laws; assist with workplace investigations; assist in the design of employee policies to ensure RPG legal compliance.
▪ Performance Evaluations – ensure orientation evaluations are conducted for new employees. Perform 90-day review and yearly performance evaluations with supervisors/managers.
▪ Internship, Training and Mentor Program – collaborate and provide recommendations and support to managers and employees; lead and provide employee and mentor with pertinent Mentor Program materials; maintain contact during mentorship to ensure active participation, track log receipt and conduct program evaluation.
▪ Affirmative action – maintain statistical data for all employees; prepare quarterly reports for personnel committee/board review, submit annual EEO-1 survey.
▪ Safety and health – assist managers in administering the RPG safety policy; maintain safety compliance as required by OSHA.
▪ Workers’ compensation – provide and process appropriate paperwork for employee claims; initiate and maintain confidential correspondence.
Minimum Qualifications:
Bachelor’s Degree in Human Resources or equivalent field
Four (4) years of applicable experience in a managerial or senior management HR position.
Preferred Additional Qualifications:
- PHR/SPHR Certification
- Fluent in Spanish
Pay: $63,000.00 - $95,000.00 per year
