Why does the job exist?
This position exists as the internal control between the Purchasing Department and Accounting Department by performing the following: Provides financial assistance in the Accounting Department by auditing, processing, and reconciling transactions; ensure to review and reconciliation of transactions for compliance with accepted accounting principles and standards. Coordinates accounts payable activities with the purchasing function; reviews transactions for documentation of obligation, payment authorization, timely payment, and accurate recording; confers with vendors. Assists in maintaining District One's bulk fuel, stockpiles and per diem vouchers. Also, this position requires constant daily interaction with District One crews, sections and vendors to request paperwork needed, corrections and various needs to complete payment auditing process.
How does it get done?
Performs paraprofessional accounting work in the maintenance, review, and reconciliation of financial records to ensure compliance with accepted accounting principles, standards and Department policies and procedures- Sort invoices and statements, matching invoices and packing slips to purchase documents within 40 hours. Maintain fiscal records by reviewing purchase requisitions, vouchers, receipts, and other documents; enters data onto computer spread sheets, ledgers, worksheets, and other forms; compares data contained in a variety of financial records in order to detect errors/discrepancies; reconciles accounts/records; and extracts and compiles information from records as required. Monitors budgets by reviewing fund balances and reporting overages and shortages to superiors; coordinates account payable activities with the purchasing department; -reviews transactions for documentation of obligation, payment authorization, timely payment, and accurate recording; confers with vendors. Handle warrant holds request for the District. Request modification to purchasing document to match invoice. Process Non-Capital and Capital transfer and Fixed Assets when Financial Specialist Operational is not available. Notifies vendors of any invoice correction within fifteen (15) working days of receipt of documents. Assists in completed and maintenance of District One's bulk and stockpiles. Create forms and spreadsheets for all District One Patrols for fuel usage. Process per diems and Employee vendor W9. Provide training and assist supervisor in their absence or when needed. Attend all New Mexico Department of Transportation mandatory work-related training as required.

Minimum Qualification
High School diploma or Equivalency and one (1) year of experience in bill collection, bookkeeping, office administration, auditing, accounting, and/or finance. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling one (1) year may substitute for the required experience.
Employment Requirements
Must maintain a valid New Mexico Driver's license and Defensive Driving Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
