Job Description
Paramint LLC is seeking a highly experienced Enterprise GIS Program Manager to support a major public infrastructure initiative for a major bi-state transportation agency.
The selected consultant will provide strategic, technical, and programmatic leadership for the agency's Enterprise Geographic Information System (GIS) initiatives. This role will support the modernization, integration, governance, and expansion of enterprise geospatial capabilities across multiple business lines, including aviation, tunnels, bridges, ports, rail transit, and corporate operations.
The ideal candidate will have extensive experience leading enterprise GIS programs, developing GIS strategies and governance frameworks, managing enterprise GIS architecture, and supporting large-scale infrastructure and digital transformation initiatives.
Key Responsibilities
- Lead the development and execution of enterprise GIS strategies, roadmaps, governance frameworks, and modernization initiatives.
- Provide leadership in enterprise GIS architecture, solution design, data models, and technical requirements.
- Manage enterprise geospatial data, including spatial databases, centralized repositories, data governance, quality, interoperability, and CAD-to-GIS integration.
- Lead the deployment, administration, security, scalability, and cloud architecture of enterprise GIS platforms utilizing Esri technologies.
- Oversee the integration of GIS with Enterprise Asset Management, BIM, CAD, LiDAR, BI, and other enterprise systems.
- Develop and support GIS analytics, dashboards, 3D visualization, and emerging geospatial technologies to support infrastructure planning and decision-making.
- Lead GIS automation and data engineering initiatives, including FME Enterprise, ETL processes, and GIS/EAM data synchronization.
- Support GIS-enabled asset management, infrastructure inventories, transportation initiatives, and capital planning.
- Provide technical advisory services, develop standards and documentation, evaluate emerging technologies, and collaborate with engineering, IT, operations, and other stakeholders.
Required Qualifications (Mandatory)
Candidates must meet the following minimum qualifications to be considered:
- Bachelor's degree in Geographic Information Systems (GIS), Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
- Minimum of 10 years of progressively responsible experience leading enterprise GIS programs.
- Demonstrated experience developing enterprise GIS strategies, governance frameworks, and implementation roadmaps.
- Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
- Experience designing and managing enterprise spatial databases and geospatial data governance programs.
- Experience integrating GIS with Enterprise Asset Management systems, including Infor, Maximo, or comparable platforms.
- Experience with BIM, CAD, LiDAR, and enterprise systems integration.
- Strong knowledge of GIS cloud architecture and enterprise integration technologies.
- Excellent written and verbal communication skills, including demonstrated experience presenting technical information to executive leadership.
- Proven ability to lead multidisciplinary technical teams and manage multiple concurrent initiatives.
Desirable Skills / Experience
- Master's degree in GIS, Engineering, Information Systems, or a related field.
- Esri Enterprise Administration, ArcGIS Professional, or equivalent GIS certifications.
- Experience implementing FME Enterprise automation.
- Experience integrating GIS with Power BI, Bentley, PeopleSoft, and enterprise middleware platforms.
- Experience supporting transportation, aviation, marine ports, bridges, rail, or public infrastructure agencies.
- Experience implementing Common Data Environments (CDE).
- Knowledge of Nearmap AI and advanced geospatial analytics platforms.
- Experience supporting enterprise digital transformation and infrastructure modernization initiatives.
- Familiarity with large-scale infrastructure asset management practices and capital programs.
