Harbor Care is seeking a Program Manager (Part-Time) to oversee a residential rental assistance program serving individuals with disabilities in Antrim, New Hampshire. In this role, you’ll ensure residents have access to safe, stable housing while maintaining compliance with federal housing standards.
This is a unique opportunity to combine property management, program oversight, and mission-driven work—supporting individuals in maintaining independence and dignity through stable housing.
What You’ll Do

Provide day-to-day oversight of a HUD 811 PRAC housing program across two residential sites

Manage applicant intake, eligibility screening, and income verification

Oversee move-ins, annual recertifications, and program exits in compliance with HUD requirements

Conduct unit inspections and ensure property standards are maintained

Coordinate maintenance needs and support safe, well-functioning housing environments

Track rent collection and maintain accurate program documentation

Address tenant concerns, including conflict resolution and lease compliance

Ensure all records and resident information are handled with strict confidentiality
You’ll serve as the key point of contact for the program—balancing administrative oversight with resident support in a small, community-based setting.
Required / Preferred Qualifications

Associate’s or Bachelor’s degree in Business, Human Services, or related field

Knowledge of HUD Multifamily occupancy guidelines

Familiarity with NSPIRE standards and HUD regulations preferred

Valid New Hampshire driver’s license with a clean driving record

This is a limited part-time position (10–15 hours per week) based in Antrim, NH, with connection to Harbor Care’s main office in Nashua.
