The State Treasurer's Office promotes a culture that is a fast-paced environment that supports high performance, accountability, quality work product, accountability and collaboration. This position will manage assigned daily operations and processes of statewide accounting functions to include accounting operations, financial reporting, and policy and procedure development and improvements. This position will also ensure accurate completion of the account reconciliation process, financial reporting function and legislative monitoring.
Job Duties:

Manages the issuance of general obligation and revenue debt for the State, its agencies and institutions as well as oversight of trustee and fiduciary functions performed by the division; Collaborates with attorneys, financial advisors, and underwriters on debt related matters. Leads the Master Lease and Charter School Facility Revolving Loan Fund programs.

Ensures all operations related to debt division are managed efficiently and effectively including preparation of the agency's annual accountability report, providing information for audits, closing packages, and other assigned projects as well as reviewing proposed legislation and offering recommendations to leadership.

Works collaboratively with all team members and continuously develops and maintains a productive working relationship within the division and the State Treasurer's Office. Fully commits in all assigned training requirements and strives to meet the goals and objectives of the assignment. Ensures that work procedures (Desk Procedures, User's Guides, etc. ) are fully developed and maintained in an accurate and usable manner to promote quality outputs.

Serves as a lead in ensuring that complete and accurate documentation of all processes within assigned areas of responsibility within the Debt Division are created and maintained within a standard repository. Facilitates and provides for cross-training and back up planning as well as business continuity plans in case of emergency are in place and effective.

Performs in-depth research on legal and technical Issues and special projects involving division responsibilities. Represents the State Treasurer's Office in communicating and coordinating with other state agencies and local governments, and prepares and presents financial research or findings.

Agency Minimum Qualifications:
A Bachelor's degree in accounting, finance or business administration. At least five (5) years of debt management experience and progressively responsible fiscal experience directing professional accounting, auditing, banking or finance employees.
At least three (3) years of supervisory experience is preferred.
Certified Public Accountant (CPA).
Extensive knowledge of principles, theories and practices of accounting, banking, or management. Ability to assist with the planning and implementing of a complex financial management system. Ability to interpret state statutes, rules, and regulations. Ability to manage a professional accounting and finance staff. Ability to plan, organize, schedule, supervise and make decisions. Ability to engage in problem-solving strategies. Must be proficient with computers including Microsoft Office products and various software.
Must be able to establish and maintain effective working relationships. Ability to communicate effectively, verbally and in writing, with staff, the public and the business community.
Must be able to lift and carry files, books and reports weighing up to 20lbs. Must be able to sit, stand and walk for intermittent periods of time. Must be able to reach, bend and twist at the waist to perform filing, desk work and operate general office equipment.
