The Iowa Department of Health and Human Services (HHS), Division of Aging and Disability Services, is seeking a highly skilled Management Analyst 3 to serve as a key business systems expert supporting Targeted Case Management (TCM) and Safety-Net Disability Services. Position Overview
In this role, you will provide expert-level, application-specific system support to TCM and the state disability services. You will partner closely with DOM DoIT, TCM staff, Disability Services staff, and teams across Aging & Disability Services, Medicaid, and Compliance & Administration to ensure system performance, data accuracy, and alignment with Home and Community Based rules, Medicaid requirements, and state disability services requirements.
Key Responsibilities
- Serve as a business system expert for TCM and state disability services-specific applications, ensuring functionality, conformity, compatibility, and security.
- Develop and maintain technical assistance materials, training resources, and documentation for TCM and Disability Access Point staff.
- Create and maintain reports tailored for TCM operations and ADS leadership.
- Build data queries that meet the needs of TCM, Disability Services, HHS fiscal teams, and the Medicaid team.
- Conduct system audits focused on activity and billing data within TCM applications.
- Collaborate with data and reporting teams to improve data accuracy, reporting quality, and performance monitoring across programs.
- Support TCM and disability services quality reviews and internal audits by designing dashboards, tools, and data validation checks related to caseloads, service authorizations, timeliness, and documentation compliance.
- Analyze trends in data, member needs, and system performance to drive continuous improvement efforts.
- Act as a key liaison between Community Integration leadership, DOM DoIT, and other technical teams by translating HCBS policy changes, assessment updates, documentation standards, and other business needs into technical requirements.
- Assist with system testing, enhancement planning, and transition activities aligned with Iowa HHS modernization efforts.
- Develop and distribute the TCM Annual Report, TCM Advisory Board Reports, Consumer and Provider Surveys, and associated reporting.
