JOB The primary objective of the Assistant County Engineer is to apply knowledge of civil engineering principles and practices to Public Works within McKenzie County. This position serves as the first assistant to the McKenzie County Engineering Director in all aspects of the Engineering Director's duties. This position is expected to assume the responsibilities in the absence of, or at the direction of the Engineering Director. This position performs technical civil engineering and a variety of engineering tasks in preparation of construction plans for highway projects; performs fieldwork during construction phase; and supervises construction engineering projects and staff. The Assistant County Engineer reports to the Engineering Director and is located in Watford City, ND.
Level and salary commensurate with experience. EXAMPLE OF DUTIES
- Supervises the activities of the Road & Bridge Tech, Engineer I and II, and Engineer Inters in the planning, designing, and inspecting of County road projects.

Oversees Construction including onsite inspection as needed to identify and address deficiencies in contractor operations and address inspection staff questions and or concerns.

Manages the allocation of material and manpower resources to various projects, setting priorities to deal with emergencies and unanticipated needs, and coordination maintenance and repair activities with other public and private agencies.

Assists in directing operations to achieve goals within budgeted funds and available personnel by managing various operations and activities; plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is completed in a safe, efficient, and timely manner.

Prepares presentations and communicates with County Commissioners at public meetings to update and inform the public and elected officials regarding project issues, resolutions and solutions.

Directs the development, preparation, review, and administration of plans, specifications, and estimates for contracted or County force construction and/or maintenance projects, monitors progress reports; construction engineering; approves change orders; process pay requests; approves final acceptance.

Establish, implement, and direct County Engineering staff to develop and perform County in-house project design program.

Directs the selection process for Professional Engineering Design Consultant selection for County design and construction including request for proposals, proposal review, interview selection, contract scoping, and contract negotiation for Board of Commission approval.

Works with County Road Department to provide technical assistance regarding Engineering issues during development and construction of County workforce projects

Provide real-time, on the spot advise for construction and maintenance issues, including geotechnical, design, and constructability
