Position Summary
We are seeking an experienced Practice & Delivery Manager to lead the delivery of large-scale government technology programs. This individual will be responsible for building and managing high-performing teams of Microsoft consultants, desktop support engineers, infrastructure specialists, and technical professionals delivering mission-critical IT services to government customers.
This is a senior leadership role requiring a balance of operational excellence, customer relationship management, technical oversight, financial accountability, and people leadership. The successful candidate will have experience managing large consulting organizations, leading complex government engagements, and driving consistent, high-quality delivery across multiple workstreams.
The Practice & Delivery Manager will serve as the operational leader for delivery execution, ensuring contract compliance, customer satisfaction, resource optimization, and continuous improvement while partnering closely with executive leadership and program teams.
Key Responsibilities
Delivery Leadership
- Lead delivery of multiple government technology programs and managed services engagements.
- Establish delivery governance, operational standards, and best practices across all projects.
- Ensure successful execution of contractual deliverables, service level agreements (SLAs), and performance metrics.
- Identify and mitigate delivery risks while proactively resolving customer issues.
- Drive operational excellence and continuous improvement initiatives.
- Develop executive-level reporting, delivery dashboards, KPIs, and operational reviews.
Practice Leadership
- Build, grow, and mature the Microsoft Services practice supporting government customers.
- Develop scalable delivery processes, playbooks, and operational standards.
- Partner with executive leadership on strategic planning, staffing strategies, and practice growth initiatives.
- Help define service offerings, delivery methodologies, and workforce planning.
- Support proposal development, Statements of Work (SOWs), staffing models, pricing strategies, and solution design for new opportunities.
People Leadership
- Lead, mentor, and develop teams of Microsoft consultants, desktop support professionals, infrastructure engineers, and technical specialists.
- Recruit, interview, hire, and onboard technical professionals.
- Manage employee performance, coaching, career development, and succession planning.
- Foster a high-performance culture centered on accountability, collaboration, innovation, and customer service.
- Lead geographically dispersed and hybrid technical teams.
Customer & Partner Management
- Serve as the primary delivery contact for government customers, executive stakeholders, and strategic partners.
- Build trusted relationships with customer leadership and program management teams.
- Lead executive steering committees, operational reviews, and customer status meetings.
- Manage customer expectations while ensuring timely communication of risks, issues, and mitigation plans.
- Coordinate effectively with subcontractors, partner organizations, and internal business units.
Government Contract Delivery
- Ensure compliance with government contract requirements, reporting obligations, security standards, and operational policies.
- Support contract transitions, staffing ramp-ups, audits, and compliance reviews.
- Maintain familiarity with government procurement, labor categories, staffing requirements, and contract performance expectations.
- Coordinate onboarding activities, including background investigations and security clearance processes when required.
Financial & Operational Management
- Own delivery financials, including revenue forecasting, budgets, margins, utilization, staffing costs, and resource planning.
- Monitor consultant utilization and workforce capacity planning.
- Review labor forecasts, timesheets, staffing allocations, and financial performance.
- Identify opportunities to improve delivery efficiency and profitability without compromising service quality.
Technical Leadership
Provide leadership and oversight for teams supporting technologies including:
- Microsoft 365

- Microsoft Entra ID
- Microsoft Intune
- Endpoint Manager
- Windows Desktop Engineering
- Desktop Support
- Identity & Access Management
- Collaboration Platforms
- Endpoint Security

Partner with Solution Architects and Technical Leads to ensure technical quality, adherence to standards, and successful customer outcomes.
Required Qualifications
- Bachelor's degree in Information Technology, Computer Science, Business, or related field (or equivalent experience).
- 10+ years of experience leading IT consulting, managed services, or systems integration organizations.
- 5+ years of experience managing technical delivery teams supporting enterprise or government customers.
- Demonstrated experience leading programs exceeding $5 million in annual contract value.
- Strong understanding of Microsoft technologies and modern workplace solutions.
- Experience managing delivery financials, forecasting, utilization, staffing, and operational performance.
- Exceptional leadership, communication, negotiation, and executive presentation skills.
- Experience implementing ITIL-based service delivery practices.
Preferred Qualifications
Candidates with the following experience will be highly preferred:
- Experience supporting Federal, State, or Local Government technology programs.
- Experience working within large consulting organizations.
- Experience managing prime contractor and subcontractor delivery relationships.
- Experience leading technical organizations of 25–100+ consultants and engineers.
- Experience supporting contract start-up activities, rapid staffing efforts, and organizational scaling.
- Experience managing geographically distributed delivery organizations.
- Familiarity with government security requirements, compliance frameworks, and audit readiness.
- Experience managing personnel requiring background investigations or security clearances.
- Experience with government labor categories, staffing plans, resource forecasting, and utilization management.
- Experience establishing delivery organizations, operational processes, governance frameworks, and service management models from the ground up.
- Proven success building long-term customer relationships and growing technology service practices.
Preferred Certifications
- PMP or PgMP
- ITIL Foundation or ITIL Managing Professional
- Microsoft Certified: Azure Administrator Associate
- Microsoft Certified: Enterprise Administrator Expert
- Microsoft Certified: Modern Desktop Administrator Associate

- Security+ (preferred for government environments)

Pay: $77,613.27 - $93,469.74 per year
