Who You Are
Role: Proposal Manager – Federal
Role Type: Freelance / 1099 contractor (as-needed; hours not guaranteed)
Location: 100% remote, must be based in the U.S.
You’re an experienced federal proposal professional who can manage a pursuit end-to-end with minimal oversight. You’re comfortable navigating all RFx and you understand how to balance compliance discipline with clear, evaluator-focused storytelling.
This is an independent contributor role. You won’t have direct reports, but you will often work as part of a broader pursuit team that may include writers, graphic designers, pricers, and SMEs. In those cases, you’re expected to step forward as the proposal manager for the project- keeping the team aligned to the schedule, coordinating inputs, and ensuring the proposal comes together cleanly, on time, and within approved scope and hours.
If your experience has been limited to coordinating inputs without owning content, compliance, or outcomes, this role is not the right fit.
What You’ll Do
You’ll support federal proposal efforts across both DoD and civilian agencies, with a strong emphasis on IT-focused contracts. A significant portion of our current work involves competing for and onboarding clients onto major federal contract vehicles (e.g., GWACs, IDIQs, MACs), as well as supporting task orders issued under those vehicles. You’ll engage with our clients from capture planning to contract signature.
Key responsibilities include:
- Manage federal proposal efforts end-to-end, from kickoff through submission
- Analyze RFPs, RFQs, RFIs, and task orders to understand requirements, evaluation criteria, and compliance obligations
- Write, edit, and shape proposal content, including executive summaries, management plans, staffing approaches, resumes, and past performance
- Support development and integration of win themes and value propositions across proposal sections
- Maintain compliance matrices, proposal schedules, submission checklists, and ensure work remains within approved hours budgets
- Coordinate with SMEs, writers, designers, and other contributors to keep pursuits aligned to schedule and requirements
- Support proposal reviews, revisions, and quality control efforts
- Work confidently with deadline-driven federal clients and internal stakeholders
This role involves project-based leadership and coordination, not people management or supervisory authority.
What You’ll Bring (Requirements)
- 6+ years of hands-on federal proposal management experience
- 2+ years working as a freelance / 1099 consultant in a remote setting
- Experience across both DoD and FedCiv agencies
- Strong understanding of federal procurement processes and evaluation criteria
- Ability to independently write and edit high-quality, persuasive federal proposal content
- Strong organizational skills and comfort managing multiple deadlines
- Clear communication, accountability, and comfort working autonomously
- High proficiency in Microsoft Office (Word, Excel, PowerPoint)
Bonus Points if You Have
- APMP certification (Foundation or higher)
- Experience with AI proposal/capture tools (Visible Thread, Govdash, GovEagle, Procurement Sciences, etc.)
- Supported contract vehicle proposals for GWACs, IDIQs, MACs, + task orders, scoring assessments, etc.
- Deep industry awareness + insight into GSA
- Experience with pricing strategy
- Supported federal IT + cybersecurity contracts
- Supported proposals in a small-business or non-corporate consulting environment
- Familiarity or proficiency in: Asana, Harvest, Microsoft Teams/SharePoint
Compensation
Hourly rates vary based on experience and scope; we work with independent consultants across a range of market-competitive rates.

Pay: $80.00 - $120.00 per hour
