Schedule Commitment
Regular and reliable attendance is an essential function of this position. The typical work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional work beyond normal business hours may be required to support procurement activities, meetings, or project deadlines.
Pay Plan
This opportunity is exempt and on Pay Grade #20. The full Pay Grade Range is shown for growth and development opportunities within the grade. Salary determination is supported by budget availability and qualifications of the candidate to maintain internal equity.

Experience
Required-
Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Finance, or a closely related field; or an equivalent combination of education, professional training, certifications, and progressively responsible procurement experience.

Experience administering competitive procurement processes, contract administration, vendor management, or purchasing activities in a governmental, public sector, higher education, or similarly regulated environment.

Experience interpreting and applying procurement policies, regulations, or contractual requirements.

Experience developing solicitation documents, scopes of work, contracts, or procurement-related documentation.

Experience using Microsoft Office applications and enterprise procurement or financial management systems, such as Tyler Munis or similar ERP platforms.
Preferred
-
Experience with Texas public procurement laws and municipal purchasing practices.

Current procurement certification, such as Certified Texas Contract Developer (CTCD), Certified Texas Contract Manager (CTCM), Certified Procurement Professional (CPP), Certified Professional Public Buyer (CPPB), or a comparable professional procurement certification.

Candidates not currently certified must be able to obtain an agreed-upon procurement certification within 18 months of hire.

Public procurement principles, competitive solicitation methods, contract administration, and purchasing best practices.

Applicable federal, state, and local procurement laws, regulations, and policies, including the ability to learn and apply Texas procurement requirements.

Financial management and procurement systems, such as Tyler Munis or similar enterprise resource planning (ERP) systems.

Market conditions, cooperative purchasing programs, and procurement methods that support best-value purchasing decisions.
