Job Summary:
The Center Program Director provides strategic leadership and operational oversight for Education, Career Technical Training (CTT), and Counseling departments. The position ensures compliance with Job Corps Policy and Requirements Handbook (PRH), achievement of student performance outcomes, fiscal accountability, and integrated service delivery across academic and student support functions.
Job Duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide strategic leadership and oversight for Education, Career Technical Training, and Counseling operations.
- Ensure full compliance with PRH requirements, DOL contractual standards, and all applicable Center and Cherokee Nation HR policies.
- Monitor and analyze student performance metrics, including credential attainment, literacy gains, retention, completion, and placement outcomes.
- Lead initiatives to achieve and exceed Outcome Measurement System (OMS) goals and other PRH performance measures.
- Promote collaboration between academic, counseling, and training teams to enhance student engagement, retention, and overall success.
- Assist with departmental budgeting, planning, implementation, and cost monitoring, ensuring all expenditures comply with 2 CFR 200 cost principles.
- Prepare for and support audits, monitoring visits, and compliance reviews.
- Develop, implement, and evaluate operational improvement strategies based on data and performance outcomes.
- Represent the Center in meetings with DOL representatives and external partners.
- Support the Center Director in achieving contractual and organizational performance goals.
- Ensure staff participation in required training and promote ongoing professional development.
- Foster a safe, supportive, and high-quality learning environment for all students.
- Collaborate with community resources and partners to promote student development, career readiness, and successful transition outcomes.

Qualifications:
QUALIFICATIONS
- Bachelor’s Degree is required.
- At least three (3) years of experience in a related field.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess and maintain a valid driver’s license.
- Must hold current CPR and First Aid certification, or obtain certification within 180 days of hire, and maintain it throughout employment.
