About Us
The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization. In both instances, the Receiver is responsible for conducting business on behalf of the company that has been placed in receivership. This process entails providing an array of services which include Accounting, Claims, Legal, Information Technology, and Administrative Services functions.
Position Summary:
The Division is seeking a Business Application Manager. This position supervises the Business Applications Development Unit within the Information Technology Services section. The position is located in our Tallahassee office. The duties and responsibilities of this position include the following:
- Supervises the Business Applications staff in accordance with Division policies and procedures.
- Provides project management for the design, development and implementation of information systems.
- Performs business analysis and requirement definition activities to deliver applications that meet the needs of the Division’s business units.
- Analyzes and determines compatibility of business applications, designs, or modifications with other systems.
- Performs research into new development tools, languages and techniques in order to keep our business applications aligned with industry trends.
- Conducts needs assessment, proposes plans, and sets schedules.
- Manages Receivership company data analysis and conversion activities performed by staff.
- Coordinates with Receivership and third-party IT staff members to obtain necessary data.
- Develops, implements, evaluates and monitors Information Technology Services procedures and controls to ensure data accuracy, security, legal and regulatory compliance.
- Provides planning support, advice, and assistance for application technology, information systems, and the purchase and implementation of information systems.
- Collaborates with the Director of Information Technology to develop and implement technology strategies, policies, procedures, performance standards and metrics that meet goals of the Division.
- Maintains a library of documented procedures for the Business Applications Unit and ensures the unit operates in compliance with regulations, standards, security, and best practices governing IT.
- Assists with the development and management of the IT budget, including allocating resources, tracking expenses, and ensuring cost-effectiveness for the Business Applications Unit.
- Performs contract management functions in support of business applications needs.
- Travels to insurance companies placed into receivership and other locations to perform application tasks.
- Performs other duties as required.
Salary Range:
The hiring salary for this position is $100,000.00 – $110,000.00 per year.
Minimum Qualifications:
- A bachelor's degree from an accredited college or university in management information systems, information systems, computer engineering, computer science and
- Five years of experience in information technology, information systems, software quality assurance, business analysis, data processing, web application, cloud technologies, project management and/or enterprise applications management, three years of which must have been in a supervisory capacity, or
- Professional experience as described above may substitute on a year-for-year basis for the required education. Professional experience must equal a minimum of nine years, three of which must be in a supervisory capacity.
